This study aims to offer an effective solution to tackle conflicts in national defense policy enforcement by analyzing the role and the mediation effect of conflict mediation institutions as a third party to the civil-military conflict. Three conflict mediation institutions including the Committee for Administrative Consultation and Coordination, the Anti-Corruption and Civil Rights Commission, and the Council for Conflict Resolution in the Ministry of National Defense were selected and each case was analyzed respectively. This study shows that sharp conflicts were toned down or resolved as the conflict mediation institutions facilitated dialogue and negotiation between parties to the conflict. Therefore, this study concludes that the conflict mediation institutions are very useful in resolving civil-military conflicts. However, regulations need to be supplemented concerning the drawbacks of the conflict mediation institutions, including independence of the institutions and insufficient rights to implement decisions.
