The concepts of health and health promotion for individual with chronic arthritis are developed based on philosophical inquiry approach which searches fundamental ideas on the topic and which extends the ideas through the available literature. Those conceptualizations of health and health promotion justify the necessity of health promotion intervention for chronic arthritis. As primary precedure for health promotion program, planning process is developed by using PRECEDE model which starts with the quality of life and which works back to the original causes. In the first phase, quality of life was assessed as health outcome. In the second phase, clients' health problems(Discomfort; Chroic energy depletion; Disability; Helplessness; Negative attitude about illness; Uncertainty in illness; Severity of illness; Dependency; Losses; Perceived isolation; Preoccupation with illness), which affect the low quality of life, were identified. In the third phase of program planning, behavioral causes working as obstacles in resolving the above health problems were assessed, and "inactivities/lack of exercise, lack of stress management skill, lack of information seeking behaviors, lack of communication skill, and etc." are identified through related literature review. However, noting all of behaviors identified could not be dealt with simultaneously, priorities are given by means of making behavior list. Established behavior list is: 1) improve the enabling ability 2) enhance the monitoring intention 3)begin regular exercise and keep it up. In the fourth which is an educational assessment phase, determinants working as barriers related to the above behavior objectives are identified. Those determinants are categorized as three groups: predisposing, Enabling and Reinforcing.
