FTA체제하에서의 일본의 원산지증명제도에 관한 연구 = A Study on the Japan Origin Certification System under Free Trade Agreement

While observing the worldwide proliferation of Free Trade Agreement(FTA), thisarticle investigates the current status and problems of FTA system with focusing onindispensable operations of rules of origin(ROO).
First, the numbers of issuing the certificate of origin(COO) acquired by Japanesefirms are increasing year by year, the firms enrolled in the authorized agencies arealso on the rise. However, the FTA utilization rates show noticeable differencesaccording to the firm size, as the rates for large and small-medium sized firmsindicated 49.6% and 31.5% respectively. Second, the impeding factors to utilizeFTAs or acquire COOs are provided under the current Japanese COO system, ①low awareness for FTA, ② limited numbers of FTA member countries, ③incomplete FTA utilization, ④ passive position for FTA, ⑤ service qualityimprovement for administrative service. The improvement plans for this can belisted as ① introduction of self COO system, ② unification of COOs grounded onplural FTAs, ③ support reinforcement for increasing FTA utilization ofsmall-medium sized firms, ④ unification of ROOs.
