IBDP(International Baccalaureate Diploma Programme) 공교육 도입의 선결 조건 탐색 = Exploring the prerequisites for the Introduction of International Baccalaureate Diploma Programme in the Public education

국문 초록 (Abstract)

연구목적: 본 연구의 목적은 IBDP를 우리나라 공립 일반계 고등학교에 도입하는 것에 대한 타당성, 가능성, 선결 조건 등을 탐색하는 데 있다. 연구방법: 본 연구를 위해 사용된 연구 방법은 문헌연구로서, IBDP에 대한 국내외의 연구 보고서와 논문들을 철저히 분석하고 이를 바탕으로 저자들의 견해를 제시하고자 하였다. 연구결과 및 논의: 첫째, 상황단계에서 우리나라 공립고등학교에서 IBDP를 운영하기 위해서는 IBDP성적 결과를 대입 제도에 반영하는 평가 기술적 문제들이 선행적으로 논의하여 구제적인 방안이 모색되어야 할 것이다. 둘째, 투입단계에서 IBDP는 성취 수준이 높은 학생에 보다 적합한 교육과정이기 때문에 그 한계를 가지며, 거버넌스 측면에서 IBO가 공립학교의 승인하고, 평가하고, 교육활동에 개입하는 것이 정단한지에 대한 심각한 논의가 선행되어야 할 것이다. 셋째, 과정단계에서 IBDP는 교수·학습 과정에서 학생 간, 교사 간 협력적인 문화를 조성하지만, IBDP 교육과정의 요구사항이 증가함에 따라 IBDP 교사들은 업무량의 증가로 극심한 스트레스를 받고, 경직된 IBDP 교육과정으로 인해 IBDP 학생들은 일반 학생과 구별되는 고립감을 느낀다. 따라서 IBDP를 공교육에 도입할 경우, 학교 계층화 문제, 교육적 불평등 문제, 공교육의 공공성 및 형평성 문제에 대한 면밀한 검토가 필요하다. 넷째, 산출단계에서 IBDP 학생들은 높은 수준의 학습 동기와 자신감으로 학업성취도가 우수하며, 일반 학생들에 비해 대학 입학률과 졸업률 그리고 학업의 지속성이 훨씬 높았다. 하지만 학업 성취기준이 낮고 학습동기가 부족한 학생들을 위한 다양한 맞춤형 교육과정이 제공되어야 한다는 측면에서 이에 대한 보완책이 마련되어야 한다. 결론: 우리나라 공립 일반계 고등학교에 IBDP 교육과정을 도입하는 것은 매우 신중을 기할 필요가 있다. 국가교육과정과의 양립가능성을 모색해야 하고, 학교의 자율적인 교육과정 운영을 저해할 수 있으며, 교육 주권을 침해당할 가능성이 높다. 또한 IBDP 교육과정의 도입을 위한 소요 예산이 막대하여 개별 학교와 학부모가 부담할 수 없고, 교육청이 부담한다면 일부 학생들을 위한 재정지원이라는 점에서 예산 배분의 형평성 문제가 제기될 수 있다. IBDP 교육과정의 운영이 교수·학습 측면과 대학 준비 및 대학에서의 학업 적응에 긍정적인 효과가 있다 하더라도 상기한 교육 주권과 과다한 교육비 그리고 교육재정 배분의 형평성 문제 등을 감안하여 우리나라 일반계 고등학교에 IBDP의 도입은 신중을 기하여 면밀한 검토가 선행되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

Purpose: The purpose of this study is to explore the feasibility, possibility, and prerequisites for introducing the IBDP curriculum into public high school in Korea. Method: The research method used for this study was a
literature review, and the research reports and papers about IBDP curriculum. These materials were analyzed
thoroughly and the authors opinions were presented based on them. Results: First, in order to operate the IBDP in the public high schools in Korea, evaluation technical problems that reflect the results of the IBDP results in the substitution system should be discussed in advance. Second, during the input stage, the IBDP would be a more appropriate curriculum for students with high achievement levels, and has a serious debate as to whether the IBO should approve, evaluate, and engage in educational activities in terms of governance. It should be preceded. Third, during the process stage, IBDP creates a cooperative culture between students and teachers in the teaching and learning process. However, as the requirements of the IBDP curriculum are increased, IBDP teachers are exposed to extreme stress due to increased workload, IBDP students feel a sense of isolation from ordinary students. Therefore, when introducing IBDP into public education system, it will be necessary to closely examine the problem of school stratification, educational inequality, and publicity and equity of public education. Fourth, during the output stage, IBDP students have to have high academic motivation and confidence, high academic achievement, and have a much higher college admission rate, graduation rate and academic continuity than general students. However, a supplementary plan should be prepared in order to provide various customized curriculum for students with low academic achievement standards and lack of learning devices. Conclusion: Although the IBDP curriculum has a positive effect on teaching and learning, college preparations, and academic adaptation in universities, it is necessary to consider IBDP in Korea in consideration of the issue of education sovereignty, excessive education costs, the introduction should be carried out with careful consideration.
