The systematic management of areas containing buried cultural assets is crucial for efficient national territory management and safeguarding the land ownership rights of the people. This study aims to incorporate buried cultural heritage areas into the Land Use Plan Verification Center, enhancing accessibility for civil petitioners. Additionally, it proposes including these areas in other restricted characteristics to establish standards for land price calculation and application methods, thereby ensuring equitable and fair practices. The research suggests institutional enhancements, such as integrating areas with buried cultural properties into use districts, to enable the Land Use Plan Verification Center to assess regulations related to the Protection and Survey of Buried Cultural Properties Act. Providing information in advance to interested parties facilitates optimal land utilization and coordination with other land consolidation systems. Furthermore, the study recommends adding the category "Area where buried cultural assets are preserved" during land characteristics surveys, assigning a computer code (081), and treating lands with ongoing excavation or development constraints due to cultural discoveries as public land or 'historic sites' (computer code 930 parks) for investigation purposes. Finally, the addition of a layer representing areas with buried cultural assets on C-MAP, a comprehensive real estate study system, enables precise identification of corresponding lands within these cultural asset zones.
