공직자의 부패와 자살에 관한 탐색적 연구: 공직동기(PSM)를 통한 자살예방을 중심으로 = An Exploratory Study on Using Public Service Motivation to Prevent the Corruption and Suicide of Public Officials

This exploratory study focuses on the prevention of corruption and suicide by public officials using public service motivation (PSM), offering both theoretical and empirical findings. A total of 334 respondents, who were trained at the Central Education Officials Development Institute and the Local Government Officials Development Institute, participated in a social survey. The survey was conducted between November 1 and December 15, 2016. The survey gathered public officials' attitudes about corruption, suicide, and the application of PSM. The collected data was analyzed using the SPSS Win 21 program. The findings are, briefly, as follows.
First, in the frequency analysis, most respondents agreed that a high level of PSM could be useful for preventing corruption and suicide. In particular, more than 82.7% of the respondents agreed that suicide prevention based upon mental, psychological, and cognizant factors was possible, while more than 64.9% of the respondents said that sociocultural factors could be used to prevent suicide. Second, the factor analysis showed that the family (.800) and sociocultural factors (.654) were significant (p<.001) in terms of validity and reliability with PSM application. Third, the correlation coefficient analysis showed that PSM based upon sociocultural factors was statistically more powerful than family factors, when referring to sociocultural corelation coefficient(.515)> family corelation coefficient(.419). Finally, the multiple regression analysis showed that a PSM education program or PSM personnel policy could be useful in preventing suicide (p<.001). In conclusion, we note that PSM education programs and PSM recruitment personnel policies could be useful in preventing public officials' corruption and suicide.

국문 초록 (Abstract)

이 논문은 공직자의 부패와 자살예방이 공직동기를 통하여 가능하다는 것을 이론적, 실증적인 사회조사의 상호 보완적 방법론을 통하여 해결을 제시한 탐색적인 연구이다. 사회 조사대상자는 중앙교육공무원연수원과 지방공무원 연수원의 피교육 공무원 중에서 판단 표본 추출된 조사대상자 334명이었다. 조사기간은 2016.11.1-12.15 이었으며 조사내용은 “공직동기와 자살예방에 관한 인식과 태도” 이었다. 표본에서 수집된 데이타를 SPSS Win 21 프로그램에 의하여 기술통계와 추론통계를 이용한 빈도분석, 요인분석, 상관관계분석, 그리고 다중회귀분석을 하였다. 분석결과 발견한 주요내용은 다음과 같다. 첫째, 빈도분석에서 응답자들은 높은 공직동기가 자살예방을 할수 있다고 인식하고 있었으며 특히 정신적, 심리적, 인지적 요인으로 인한 자살예방에 가장 높게 인지하고 있었다(82.7%). 그다음은 자기 파괴적 도피행위라고 인지한 자살예방이었다(64.9%). 둘째, 요인분석결과 공직동기가 자살예방을 가능하게 하는 요인은 가족관계요인(요인1)과 사회문화 환경요인(요인2)이었다. 요인1의 경우 주성분분석에서 타당성과 신뢰성이 검증되었다. 그 신뢰도는 높은 점수이었고, 각각 .800 과 .654 이었다. 셋째, 상관관계분석결과 공직동기 교육 프로그램이 가족관계요인의 상관관계보다(.468) 사회문화 환경과 더 높은 상관관계가 있었다(.515). 그리고 공직자 동기 인사정책도 가족관계요인(.419)보다 사회문화 환경요인(.435)에 더 상관관계가 높았다. 이 상관관계는 통계적으로 유의미한 정(+)의 상관관계가 있었다(p<.001). 넷째, 다중회귀분석결과 공직동기교육프로그램(β=.321)이나 인사정책(β=.236)이 가족관계요인에 유의미한(p<.001) 정(+)의 영향을 주는 것으로 나타났다. 한편 공직자동기가 사회문화 환경으로 인한 자살예방에 교육프로그램(β=.363), 인사정책(β=.226)에 유의미한(p<.001) 정(+) 의 영향을 주고 있었다. 결론적으로 높은 공직동기(PSM)는 부패방지와 자살예방을 높이는데 큰 효과를 기대할 수 있을 것으로 예상됨으로 공직동기를 높이는 미래지향적인 새로운 인사정책방향이 강구되어야 할 것이다.
