강원도 설악권의 관광산업발전을 위한 지역개발전략

We are living in an era changing in rapid speed uncomparable to the past. The world has entered the limitless competition with form of a new international trade order by foundation of WTO and FTA, etc. Endless development of information technology and telecommunication technology have made the world closer, and works as a catalyst to accelerate globalization. Paradoxically, regional development is more important in this globalization era. For creation and use of new knowledges to keep balance in all nations, all regions should maximize their potentials to achieve sustainable nation development without imbalance.Korea has promoted 'imbalance development strategy' through authority-centered development model under the strong centralizing system. As the result, compressive industrialization has been achieved, but numerous issues also have been arisen. Before local government era in 1995, overall insight for regional development was absent, and regional policy focused more on pending questions or displaying administration rather than futuristic values.The government is practically promoting balance plan with a passionate will on national balanced development and east sea region of Korea has capabilities to upgrade exchange and cooperation of East Sea Rim by actively using a new opportunity arising in East Sea Rim Especially, tourism industry utilizing history, culture, and natural tourist attractions of Gangwon province and Gyeongbuk province has name value in Korea and abroad, and has potentials to seek cooperative development through developing package products with shore region of East Sea Rim.'The 4th Multiple Purpose Development of the Land Plan' of Ministry of Construction and Transportation, the 'Joint Management of the Coast Plan and Coast Management Plan' of the Ministry of Maritime Affairs and Fisheries, the '5 Year Plan of Balanced Development of the Nation and Innovational Development of the Community Plan' of the Committee of Balanced Development of the Nation and others overlap with the policy of the central government. It is current issue that similar establishing policies are applied to the other areas based on the central government's confirmity. To overcome this, much effort must be exerted in correct selection through merging and abolition of similar policies.This thesis is to suggest the way to bring out the essence of Seorak region of East Sea Rim Hub based on the thorough studies, research and analysis of the government and local governing body's development strategies and policies. However, what's the most important is the faith that community development which enhances the quality of the life of the local residents and community enhancement can lead to the development of the nation.

국문 초록 (Abstract)

우리는 이전과는 비교할 수 없을 정도로 급격한 속도로 변화하는 시대에 살고 있다. 세계는 WTO 출범에 따른 새로운 국제 무역질서의 형성과 자유무역협정(FTA) 등으로 인한 무한경쟁 상태에 들어섰다. 끊임없는 정보기술과 통신기술의 발달은 세계를 더욱 가깝게 만들고 세계화를 가속화 시키는 촉매의 역할을 하고 있다. 역설적으로 세계화시대에 지역의 개발은 더욱 중요하다. 왜냐하면 세계화 시대에 새로운 지식의 창출과 활용이 전 국가적으로 균형을 이루기 위해서는 모든 지역이 독립적으로 자신이 가지고 있는 잠재력을 극대화 해야만 불균형이 없이 지속가능한 국가 발전을 이룰 수 있기 때문이다.대한민국은 그동안 강력한 중앙집권체제 하에서 중앙집권집중형 발전모델을 통해 “불균형 발전전략”을 추진해 왔고 그 결과 압축적 산업화에는 성공할 수 있었으나 수많은 문제들을 떠안게 되었다. 1995년 지방자치시대를 맞이하기 이전에는 지역발전에 대한 전반적인 통찰력이 부재했고, 미래적 가치보다는 현안중심이나 전시행정 일변도의 지역정책이었음을 쉽게 알 수 있다.정부는 적극적으로 국가균형발전에 대한 의지를 가지고 균형계획을 실천적으로 추진하고 있으며 한국의 동해안 지역은 환동해권에서 새롭게 일어나고 있는 기회요인을 적극적으로 활용하여 환동해권의 교류와 협력을 한 단계 높일 수 있는 역량을 갖추고 있다. 강원도와 경북의 역사, 문화, 자연 관광자원을 활용하는 관광산업은 이미 국내외에서 지명도를 갖고 있어, 환동해권 연안지역과의 패키지 상품 개발을 통해 공동발전을 모색할 수 있는 잠재력을 갖추고 있다.건설교통부의 ‘제4차 국토종합개발계획’과 해양수산부의 ‘연안통합관리계획 및 연안관리지역계획’, 국가균형발전위원회의 ‘국가균형발전 5개년 계획’, ‘지역혁신발전 5개년 계획’ 등 중앙정부의 정책 간 중복이 존재하고, 이에 따른 지역에서 수립하는 정책 또한 내용면에서도 대동소이하면서 중앙정부의 준거 틀에 벗어나지 못한 관계로 결국 동일 내용으로 혼재하여 수립되고 있는 실정이다. 이를 극복하기 위해서는 유사사업의 과감한 통폐합을 통해 선택과 집중을 이루어야 한다.설악권의 발전전략으로는 두가지 과제를 집중해야 한다. 첫째는 환동해권 거점지역으로서의 기본 인프라의 구축이고 둘째는 관광산업의 질적 고도화가 그것이다. 이를 위해서는 교통인프라, 관광지 리모델링, 제도개선, 도시관광 활성화, 테마관광자원의 개발, 관광행정 조직의 개선 등의 방안이 필요하다.이 논문은 그동안의 정부와 강원도의 지역개발전략을 검토하고 이를 토대로 집중과 선택을 통한 설악권의 환동해권 거점지역으로서의 위상을 찾을 수 있는 방안을 제시하고자 하였다. 하지만 지역개발의 궁극적 목적은 지역주민의 인간다운 삶의 질을 높이기 위한 노력과 지역의 발전이 국가 전체의 발전에 기여할 수 있다는 믿음이 가장 중요하다는 것을 말하고자 한다.
