자치단체 통합 효과에 관한 연구 = A Study on the Effects of Local Government Consolidation

국문 초록 (Abstract)

이 글의 목표는 세계적으로 진행 중인 지방정부 통합 추세와 우리나라에서 지난 10여 년 동안 이루어진 시ㆍ군 통합의 효과에 따른 차이점을 밝히려는 것이다. 지난 수십 년 세계적으로 지방정부를 통합하는 추세가 지속되었다. 일시적으로 주춤하거나 분할하는 경우도 없지는 않았지만, 아직 통합이 대세이다. 우리나라는 1990년에 지방자치제도를 다시 도입한 이래 시ㆍ군들을 통합하였다. 그러나 그 이유는 다른 나라들과 달랐다.
세계적으로 진행되고 있는 지방정부 통합의 일반적 목표는 효율의 증대에 있다. 그러나 우리 시ㆍ군 통합은 시ㆍ군이 포개진 기형적 위치를 해소하여 이에 따른 문제들을 해소하는 데 일차적 목표가 있다.
포개진 기형적 위치란 군의 한가운데 시를 설치하고, 같은 수준의 시와 군 정부가 같은 지역을 통치하는 것을 말한다. 이는 두 개의 지방정부가 사실상 같은 영역을 통치하는 것이다. 이에 따라, 의사소비자이동성, 지방공공재 생산의 왜곡, 지방재정의 불확실성 증가, 의사결정비용 증가, 정치비용 증가 등의 문제가 발생한다.
지방자치제도의 경제적 장점은 지방정부들을 경쟁시키고 주민들이 자신들의 지방공공재에 대한 선호를 보다 적극적으로 충족시키는 기제(mechanism)인 준시장(quasimarket)을 통해 효율을 높이는데 있다. 앞서의 문제는 이 기제를 형성하는데 장애가 되는 것이며, 이에 따라, 지방정부 간 경쟁을 방해하는 것이다.
따라서 우리나라 시ㆍ군 통합은 지방정부를 운영한 성과를 바탕으로 이를 향상시키기 위한 개혁이라기보다는 분권화정부체제를 정비한 것이자 경쟁 여건을 개선한 것이라 할 수 있다. 경쟁 여건의 개선과 함께 지방정부 간 경쟁을 강화시키는 보다 적극적인 노력으로 지방정부의 효율을 높여야 한다.

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to clarify the difference between the world-wide on-going trend of local government consolidation during the last several decades and many city-gun merging in Korea during the last decade. Generally, local government amalgamation in other countries have an obvious goal to improve efficiency. In the contrary, however, the primary purpose of Korean city-gun consolidation is to eliminate locational oddity.
There was a locational reason for Korean city-gun consolidation: each of 37 cities were located in the center of each 37 guns. Since city and gun governments were the same level of local government in Korea, two local governments governed actually the same area. It created problems of pseudo consumer mobility, distortion in the production of local public goods, increased uncertainty in local public finance, increased decision-making costs, increased political costs with which 37 cities and 37 guns faced. The actual purpose of Korean city-gun consolidation was to eliminate such problems. It is the difference between Korean local government consolidation and that of other countries in the world.
The economic case for local autonomy lies in enhancing competition among local governments and allowing residents actively satisfy their preference through quasi-market mechanism. Above mentioned problems hamper in forming the mechanism.
Therefore, Korean city-gun consolidation can safely be interpreted as an realignment of decentralized government system itself to improve the conditions of competition among local governments but not a reform of local government system, based on the performance of the system, to increase efficiency or enhance democracy. With the realignment of decentralized government system, this paper recommends, to employ methods for strengthening competition among local governments
