원격대학의 교육혁신지원사업 성과관리 지표 개발 연구 = Development of Performance Management Indicators for the Education Innovation Support Project in Cyber University

국문 초록 (Abstract)

본 연구는 원격대학 재정지원사업의 성과관리 목표 및 전략을 수립하는데 구체적인 방향을 제안하고자 원격대학 교육혁신지원사업의 성과관리 방안을 마련하고 세부적인 성과지표를 개발하는데 목적이 있다. 이를 위해 일반대학과 전문대학의 대학혁신지원사업, 지자체-대학협력기반 지역혁신사업, LINC+, 지역선도대학 육성사업, 국립대학 육성사업 등 대학재정지원사업의 성과관리 지표와 대학의 성과분석 모형 등과 관련된 문헌을 분석한 후 CIPP(Context, Input, Process, Product) 모형에 근거하여 성과지표 초안을 도출하였다. 『원격교육혁신모델 개발-적용-확산』으로 구분하여 연차별 사업 추진 성과를 관리하기 위해 원격대학 교육혁신지원사업 성과관리 지표를 개발하였다. 원격대학 관계자 및 4인의 전문가 검토를 거쳐 초기에 제안한 6개 영역이 일부 통합되어 최종적으로 5개 영역(융합형 원격교육혁신모델 개발실적, 융합형 원격교육혁신모델 적용, 융합형 원격교육혁신모델 확산, 사업성과관리, 사업비 집행 및 관리)과 11개의 지표 및 23개의 세부 지표(단계 평가지표 1개 포함)로 재구성되었다. 본 연구는 교육혁신지원사업의 연차 컨설팅 및 단계평가의 시행방안을 마련하는데 기준이 될 것이다.

다국어 초록 (Multilingual Abstract)

This study aims to propose specific directions for establishing goals and strategies for performance management within the framework of the financial support project for cyber universities. The focus is on developing performance management indicators for the education innovation support project in cyber university. To achieve this, the study analyzes literature related to performance management indicators for university financial support projects. Drawing on the CIPP model, the study derives a draft of performance indicators based on the analysis of literature on university performance analysis models. The performance indicators are categorized into “Development-Application-Diffusion of Education Innovation Models” to manage the annual project progress. Following reviews by cyber university stakeholders and four experts, the initially proposed six areas were partially integrated, resulting in a final restructuring into five areas with 11 indicators and 23 detailed indicators. This research will serve as a foundation for the implementation of annual consulting and stage evaluation in education innovation support innovation projects.
