농촌마을종합개발의 사업선정과 우선순위결정에 관한 연구 : 구미시 무을면 춤새권역을 사례로 = A Study on the Selection of Projects and the Priority Decision-Making of Comprehensive Rural Village Development : A Case Study on the Chum-Sae Villages, Mueul-myeon at Gumi City

국문 초록 (Abstract)

농촌지역의 마을공간을 대상으로 국가가 지원하고 지역주민 주도의 상향식 추진방식을 지향하는 주민참여형 농촌마을종합개발사업은 사업의 원활한 추진과 목적달성을 위해서 어떤 기준으로 세부사업을 선정하고 선정된 사업을 언제 시행하는가 하는 사업의 우선순위가 매우 중요하다.
본 연구의 목적은 2010년 농촌마을종합개발사업 기본계획수립 중인 구미시 무을면 춤새권역을 사례로 사업선정기준과 우선순위결정체계를 구축하여 지역주민과 지자체 관계자 및 계획수립자에게 합리적으로 사업선정과 우선순위를 결정할 수 있도록 제언을 하는 것에 있다.
본 연구에서는 사업선정기준 및 선정항목에 대하여 보다 효율적이며 합리적인 의사결정을 위해 전문성을 반영하고자 농촌마을종합개발사업의 특성을 바탕으로 문헌고찰 및 전문가가 참여한 브레인 스토밍(Brain storming)을 통하여 3개의 사업선정기준과 각 선정기준별 4개씩 총 12개의 하위 선정항목을 설정하였다. 또한 사업선정기준 및 선정항목의 중요도(priority)에 대한 가중치를 도출하고자 다양한 속성을 많이 가진 농촌마을종합개발사업의 특성을 고려하여 연구 분석모형으로 AHP(Analytical Hierarchy Process) 분석기법을 활용하였다. 그리고 우선순위결정을 위한 개별 예비사업의 중요도 설문조사에서는 리커트 척도(Likert scale)를 활용하였다.
설문조사의 주요 내용으로 1차 조사에서 사업선정기준 및 선정항목의 중요도(priority)에 대한 가중치 도출은 AHP 분석을 위하여 9점 척도의 쌍대비교 평가를 하였으며, 농촌지역개발 전문가 및 사업시행중인 지자체 담당자를 대상으로 43부를 배부하여 32부를 회수하였다. 2차 조사에서는 사업의 우선순위결정을 위해서 16개 예비사업 각각에 대하여 12개의 선정항목에 대한 5점 리커트 척도(Likert scale)에 의한 점수 평가를 하였으며, 연구사례권역 주민과 지자체 담당자 및 계획수립자를 대상으로 99부를 배부하여 69부를 회수하였다.
회수된 설문지를 바탕으로 본 연구의 분석결과는 다음과 같다. 첫째, 사업선정기준의 중요도에 있어서는 사업의 적합성(0.3854)이 가장 높게 나타났으며 12개의 선정항목에서는 주민의 추진역량(0.4243)이 가장 중요한 항목으로 나타났다. 특히 선정기준 중 사업의 적합성은 정책부합성(3위), 사업의 수혜범위(2위), 주민숙원성(4위), 지역발전과 부합성(8위)이 고르게 높은 가중치를 보임으로써 가장 중요하게 고려해야 할 선정기준으로 선택했음을 알 수 있다. 둘째, 사업의 우선순위는 운동․휴양시설인 마을쉼터가 전체 사업순위에서 1위를 차지하였으며, 이를 분석하면 마을쉼터가 사업의 우선순위화에서 주민추진역량 항목이 다른 15개의 사업보다 월등히 높은 점수(0.630)를 보이고 반대로 주민추진역량 항목에서 낮은 점수를 보인 소득사업은 후순위로 나타났다. 16개 사업 중 8개의 선순위 사업들이 선정기준 중 사업의 적합성(정책부합성, 사업의 수혜범위, 주민숙원성, 지역발전과 부합성) 및 주민추진역량 항목에서 평균 이상의 점수를 보인 것은 결국 주민들이 사업의 선정에 있어 감당할 수 있는 정도의 사업을 선택하였음을 알 수 있다. 동시에 본 연구에서 설정한 사업선정기준의 유효성을 실증한다고 볼 수 있다.
본 연구에서는 농촌마을종합개발사업의 기본계획수립시 합리적인 세부사업선정과 우선순위결정을 위해서 다음과 같은 제언을 하고자 한다. 첫째, 예비계획단계에서 부터 올바른 사업선정이 필요하다. 예비계획수립 단계에서부터 주민과 지자체 관계자 및 외부 전문가 등 사업 참여자의 농촌마을종합개발사업에 대한 정확한 정보 전달 및 습득이 우선되어야 한다. 둘째, 농촌마을종합개발사업 세부사업선정과 우선순위결정에 관한 지속적인 연구의 진행이다. 이러한 연구가 성공적으로 정립된다면 상향식 지역개발사업이 증가되는 현 추세에서 계획수립 초기에 유용하게 활용할 수 있을 것으로 기대된다.
마지막으로 선행연구의 고찰 부족과 체계화에 있어 미숙함이 많았던 점, 한시적인 연구기간으로 인해 분석결과에 대한 환류가 제대로 이루어지지 않은 점 등은 본 연구의 한계로 생각된다.

다국어 초록 (Multilingual Abstract)

In comprehensive rural village development projects that are supported by the government and driven by local residents in a way of bottom up, it is important to prioritize projects based on what to select upon what criteria and when to carry out the selected projects, in order to smoothly promote and achieve the goal.
The purpose of this study is to make a suggestion to help local residents, concerned local government people and planning people to reasonably select and prioritize projects by establishing criteria for selection and a prioritizing system through a case of Chum-Sae village, Mueul-myun, Gumi-city where the master plan of comprehensive rural village development projects is in preparation in 2010.
In this study, for project selection criteria and items, 3 project selection criteria and total 12 subordinate selected items that are of 4 items in each criteria were created through literature and brain storming of specialists, based on characteristics of comprehensive rural village development projects, in order to reflect expertise for effective and reasonable decision making. Besides, AHP (Analytical Hierarchy Process) technique as the research analysis model was used to come up with weight of priority for criteria and selected items in consideration of characteristics of comprehensive rural village development projects. And also Likert scale was applied in the survey of priority of individual preliminary projects when prioritize.
As for key contents of the survey, in first survey, weight of priority for project selection criteria and selected items was evaluated by relative comparison in the scale of 9 points for AHP analysis and 43 copies were distributed to specialists for comprehensive rural village development and people in charge in local government who are promoting the project and 32 copied were returned. In second survey, 12 selected items were evaluated using Likert scale in the scale of 5 points for 16 individual preliminary projects to prioritize, and 99 copies were distributed to local residents in the area for study, people in charge in local government and planning people and 69 copies were replied.
The result of analysis of this study based on replied survey is as follows. First, project relevance (0.3854) was the highest in priority of project selection criteria, and competence of implementation of residents (0.4243) was shown as the most important item among 12 selected items. In particular, as conformance of policy (3rd), project benefit coverage (2nd), resident’s desire (4th) and conformance to local development (8th) were evenly high weighted, project relevance in selection criteria was identified as the most important criterion to be considered. Second, in project priority, the village shelter as sports and recreation facilities was ranked as No.1 in all priorities. In detail analysis of the village shelter, competence of implementation of residents in project prioritizing was far high scored (0.630) in comparison with other 15 projects, but as opposed, income business that competence of implementation of residents was presented in low score was examined as low priority. Through the fact that 8 high priority projects in 16 projects were presented above average score in criteria of project relevance (conformance to policy, project benefit coverage, residents desire and conformance to local development) and competence of implementation of residents, it was seen that a project that residents were capable of carrying out was chosen when selecting projects. In the meantime, it could also be said that project selection criteria which was established in this study was turned out as valid.
In this study, the followings are suggested for reasonable selection of detail projects and prioritization at establishing the master plan of comprehensive rural village development projects. First, it is necessary to select right projects from the preliminary planning stage. Delivery and acquisition of correct information about comprehensive rural village development projects to residents, concerned local government people and outside specialists should be prioritized from the he preliminary planning stage. Second, the study on selection of detail projects and prioritization for comprehensive rural village development projects should be continued. Once this study is successfully established, it is expected that the study would be useful at the beginning of planning in trend of increase of bottom up way of local development projects.
Finally, this study was limited to lack of preliminary studies, a lot of immaturity on systemization and insufficient reflux of the analysis results due to limited period of the study.
