영국과 일본 사례를 통한 지역사회통합돌봄(커뮤니티케어) 활성화 방안

국문 초록 (Abstract)

본 연구는 고령화를 먼저 경험한 여러 선진국 중에서 지역사회 보호체계의 도입이 우리보다 앞서 있는 일본과, 일본보다 빠르게 노인지역 체계를 정비한 영국 커뮤니티케어에 대해 살펴보고, 이들 국가들은 어떻게 지역사회 수준에서 노인들의 다양한 요구에 부합하는 포괄적이고 체계적인 노인서비스를 구축하고 있는지 살펴보았다.
커뮤니티케어와 관련한 학술저널, 학술대회자료, 각종 복지와 정책 관련 문헌연구를 중심으로, 고령사회를 대비하여 다양한 정책 및 제도를 시행해온 해외사례를 살펴보며, 이미 시행되고 있는 한국의 보건·복지서비스와 연결될 수 있는 지점을 살펴보고자 했다. 영국의 커뮤니티케어, 일본의 지역포괄지원시스템을 토대로 고령자 복지정책의 변천과정을 살펴보고, 케어매니지먼트 체계의 구축을 토대로 한국형 커뮤니티케어 활성화 방안을 모색해보고자 했다.

다국어 초록 (Multilingual Abstract)

Recently, the Ministry of Health and Welfare in Korean announced plans to step up community care, which can also be called community-based care services.
This is because the increase in welfare demand, which is due to the low birthrate, an ageing population and the financial burden on local government, seems to limit the provision of care service support to the public. Community care is a shared public and private role, aiming to eliminate blind spots, improve access to services, and strengthen social ties. This study have been established and operated by linking private resources and local communities in the region, and examines positive measures for constructing and forming sustainable community care.
First, I will look at a case in Japan, which built a comprehensive care system through revision of long-term care insurance. Community care in the UK could also have implications for Korea, as an example of a social safety net system constructed through local communities in a welfare pluralism, mixed welfare economy. Therefore, for successful community care, public sector support is needed, as well as an understanding of the social, economic and cultural differences between with Japan and UK, and emphasis on the role of community and engaging citizens. In other words, it is necessary to expand the management and support of local communities and volunteer activities.
