This study is intended to research a plan for high-speed rail by presenting an improvement measure based on an analysis of problems related to the characteristics of the EMU-250 vehicle,and through an analysis of problems in the areas of alignment condition, trackbed and track in order to introduce EMU-250 vehicles to 6 corridors of the major main lines in Korea as per the plan for the introduction of a semi-high speed(EMU-250) vehicle led by the Ministry of Land, Infrastructure and Transport. Among many high-speed alternatives of the existing lines, track straightness, double track and new track construction have the significant effects of shortening time and increasing track capacity, but involve a huge financial investment. On the other hand, as a result of analyzing the characteristics of a vehicle – mainly its size, shape and system performance – in order to upgrade speed while using the existing line, it is found that these characteristics mostly relate to construction gauge, the length and height of platform, edge distance and PSD opening/closing in the section where an EMU runs. Therefore, this study presents an improvement plan for restrictions to enable package transportation both in a traditional railway section and the high-speed railway section, performs an analysis of various criteria that restrict train speed through assessingproblems in the areas of alignment condition, trackbed and track, and proposes a revision or establishment plan for the application of mitigated criteria through an analysis and review of the safety of various design criteria that are applicable in Korea. As such, it is expected that an economical and efficient high-speed rail project is feasible.
