신현실주의 패러다임을 통해 본 나가노-카라바크 갈등과 유럽안보협력기구(OSCE)에 관한 사례 연구 = A Case Study on the Nagorno‐Karabakh Conflict and the Organization for Security and Cooperation in Europe(OSCE) in terms of the Neorealist Paradigm

This paper examines the Nagorno‐Karabakh conflict and the negotiations under the framework of the Organization for Security and Cooperation in Europe (OSCE) Minsk Group from the view of the neorealist paradigm. The paper demonstrates that Nagorno‐Karabakh is the most dangerous and most understated conflict in the post‐Soviet region in terms of its destructive potential. An amicable settlement between the disputants in the region of the Black and Caspian Seas would transform the South Caucasus and thereby bring benefits to both Armenians and Azerbaijanis. The absence of any resolution to the protracted conflict in Nagorno‐Karabakh despite several international peace efforts raises the questions of how the situation arose and what is the potential solution to this conflict? In answering these questions, this paper will analyze the neorealist model as a tool to illuminate this conflict and will explain how to address the unresolved conflict in Nagorno‐Karabakh in terms of a obtaining a resolution.

국문 초록 (Abstract)

이 논문은 신현실주의 패러다임 시각에서 유럽안보협력기구 민스크 그룹아래 이루어진 나가노‐카라바크 갈등과 협상 사례를 분석하였다. 나가노‐카라바크는 그 파괴적인 가능성 때문에 소련해체 이후 그 지역에서 발생한 가장 위험하고 가장 억제된 갈등임을 보여준다. 몇몇의 국제적인 평화적 노력에도 불구하고 나가로‐카라바크 지역에서 지연된 갈등에 대한 해결 방안의 부재는 어떻게 이런 상황들이 발생되었으며, 이 갈등을 해결할 수 있는 가능한 방안은 무엇인지에 대한 문제를 제기하게 만들었다. 이 문제를 해결하기 위하여 이 논문은 갈등을 조명할 프레임으로서 신현실주의 모델을 분석하였고, 이와 같은 패러다임 시각에서 문제의 해결 방안을 얻기 위하여 나가노‐카라바크의 해결되지 않은 갈등을 설명하고 분석하고자 시도하였다.
