러시아 타이미르-투르한 거점지대 (산업클러스터)의 개발 가능성 분석 = Analysis of Development Potential of Taimyr-Turhan Support Zone(Industrial Cluster) of the Russian Federation’s Arctic

국문 초록 (Abstract)

지구온난화와 과학기술의 발달로 북극지역의 접근성과 개발 가능성은 고조되고 있다. 그러나 2014년 러시아-우크라이나 사태로 촉발된 서방과의 갈등은 러시아의 북극개발기조에도 큰 변화를 주었다. 서방의 러시아 제재는 강화되었으며, 이전의 독자적인 북극자원개발을 포기하고, 컨소시엄 형태로 외국자본의 투자 및 기술 지원을 받아 북극을 개발하는 정책을 펼쳤다. 2022년 러시아-우크라이나 전쟁의 영향은 북극권으로 확대되어 러시아 북극 개발 정책 및 전략에 부정적인 영향을 주고 있으며. 이에 러시아는 새로운 상황 전개와 돌파구 모색에 전력을 기울이고 있다.
러시아는 기존의 지리적인 북극의 정의와는 다르게 독자적으로 북극에 대한 정의를 내리고, 대통령령으로 8개의 ‘북극지역’을 지정하면서 국가적 차원에서의 개발 전략을 진행해 나가고 있다. 그 중 한 지역이 러시아의 북극지역 중에서 중앙부에 위치하고 있는 타이미르-투르한 거점지대이다. 이 지역의 중심이 되는 딕손 항은 북동항로의 중간거점지대의 역할이 기대되고 있다. 또한 예니세이강 안쪽에 위치한 내륙항구인 두딘카와 그 주변부의 자원개발 가능성이 큰 타이미르 지역이 연계되어 개발된다면 자원의 수급처와 내륙해운과 해양해운이 연계되는 물류 허브 역할을 하게 될 것이다. 이에 따라 본 연구는 해당 지역의 발전 가능성과 문제점 등의 분석을 시도해 보았다. 결론적으로, 타이미르-투르한 거점지대는 잠재적인 발전 가능성을 내포하고 있지만 현 단계에서 개발 우선순위가 낮은 상태로 파악됐다. 현재의 러시아의 어려운 국제정치 및 경제적 상황은 해당 지역 개발에 직간접적 영향을 주고 있으며, 이는 단기간 내에 해결이 어려울 것으로 판단된다. 따라서 동 지역의 개발 난제를 해결하기 위해서는 우선 국제 정세가 호전되어야 하고, 이를 바탕으로 러시아 정부는 해외 투자를 통한 기술력과 자금력 확보 및 투자 유인책을 더 강력하게 시행해야 할 것이다.

다국어 초록 (Multilingual Abstract)

Due to global warming and the development of science and technology, the accessibility and development potential of the Arctic region is increasing. However, the conflict with the West sparked by the Russia-Ukraine incident in 2014 brought about significant changes in Russia’s Arctic development stance.
The United States and European Union sanctions against Russia were strengthened, and the country abandoned its previous independent development of Arctic resources and pursued a policy of developing the Arctic with investment and technical support from foreign capital in the form of a consortium.
The impact of the 2022 Russia-Ukraine war(special military operation) will expand to the Arctic and have a negative impact on Russia’s Arctic development policies and strategies. Accordingly, Russia is focusing its efforts on developing new situations and seeking breakthroughs.
Unlike the existing geographical definition of the Arctic, Russia has independently defined the Arctic and is pursuing a development strategy at the national level by designating eight ‘Arctic zones’ by presidential decree in 2014.
One of these zones is the Taimyr-Turhan Support Zone, located in the central part of Russia’s Arctic region. Dickson Port, which is the center of this zone, is expected to play a role as an intermediate base for the Northeast Sea Route. In addition, if Dudinka, an inland port located inside the Yenisei River, and the Taimyr region, which has a high potential for resource development in its surrounding zone, are developed in conjunction, it will serve as a logistics hub connecting sources of resources and inland shipping and maritime shipping.
Accordingly, this study attempted to analyze the development potential and problems of the region. In conclusion, the Taimyr-Turhan support zone has potential for development, but is identified as having low development priority at this stage. Russia’s current difficult international political and economic situation is having a direct and indirect impact on the development of the region, and it is believed that this will be difficult to resolve in the short term.
Therefore, in order to solve the region’s development challenges, the international situation must first improve, and based on this, the Russian government must secure technological and financial power through overseas investment and implement investment incentives more strongly.
