본 연구의 목적은 신냉전 시대의 북극해를 둘러싼 미·중 강대국의 패권 경쟁 현상에 대한 이론적 논의를 구체화하고 북극의 지정학적 함의를 살펴보며, 이 두 강대국의 패권 경쟁이 어떻게 북극 지역과 세계 정치 경제에 영향을 미치는지 양국의 북극정책을 비교 분석했다.
이를 위해 첫째, 북극 지역의 지정학적 위치와 중요성을 다루며, 이 지역이 미국과 중국과 같은 강대국들에게 어떠한 기회와 도전을 제공하는지 이해한다. 미·중 패권 경쟁을 갈등과 협력의 틀속에서 분석하기 위해 3가지 유형을 제시했다. 둘째, 미국과 중국의 북극정책에 대해 각각 분석했다. 셋째, 북극지역에서 미·중 패권의 유형을 전략적 갈등, 복합적 관계, 제도적 협력으로 나누어 설명했다.
북극해를 둘러싼 미·중 패권의 유형을 갈등과 협력의 축으로 하여 첫째, 전략적 갈등, 둘째, 복합적 관계, 셋째, 제도적 협력 나누었다. 제1유형인 전략적 갈등은 미국과 중국 양국이 전략적 차원에서 해소하기 어려운 악성 경쟁을 전개하는 상황이다. 제2유형인 복합적 관계는 미국과 중국이 경쟁을 강화하면서도 여전히 협력을 유지하는 상황을 일컫는다. 제3유형인 제도적 협력은 미국과 중국이 편의적이고 일시적인 공조를 넘어 국제적 이슈와 관련하여 보다 지속적으로 협력하는 관계를 상정한다. 미국은 국제사회에서 북극정책의 구심점 역할을 하고 있으며, 새로운 북극전략은 안보, 기후변화 및 환경보호, 지속가능한 경제발전, 국제협력 및 거버넌스다. 이에 비해 중국의 북극정책은 과학적, 경제적인 관심에 머무는 것이 아니라 향후 북극이 지정학적으로 뜨거워질 경우를 대비하여 존재감을 쌓아가고 있으며 그 존재감을 향후 글로벌 권력으로 전환하고자 하는 전략적 패권의 의미로 해석할 수 있다.

The purpose of this study is to flesh out the theoretical discussion on the phenomenon of the U.S.-China hegemonic rivalry over the Arctic Ocean in the neo-Cold War era, explore the geopolitical implications of the Arctic, and compare the two countries’ Arctic policies to see how their hegemonic rivalry affects the Arctic region and the global political economy.
To do so, we first address the geopolitical location and importance of the Arctic region and understand the opportunities and challenges it presents to great powers such as the United States and China. It presents a three-part typology to analyze the U.S.-China hegemonic rivalry in the context of conflict and cooperation. Second, it analyzes the U.S. and Chinese Arctic policies. Third, the types of U.S.-China hegemony in the Arctic are categorized into strategic conflict, complex relationships, and institutional cooperation.
The types of U.S.-China hegemony over the Arctic Ocean are categorized into the axes of conflict and cooperation: first, strategic conflict, second, complex relations, and third, institutional cooperation. The first type, strategic conflict, is a situation in which the United States and China are engaged in vicious competition that is difficult to resolve at the strategic level. The second type, complex relations, refers to a situation where the United States and China have intensified competition but still maintain cooperation. The third type, institutional cooperation, envisions a relationship in which the U.S. and China move beyond expedient and temporary coordination to more sustained cooperation on international issues. The United States is the centerpiece of Arctic policy in the international community, with its new Arctic Strategy focusing on security, climate change and environmental protection, sustainable economic development, international cooperation, and governance. China’s Arctic policy, on the other hand, is not limited to scientific and economic interests, but it is building a presence in the Arctic in case it becomes a geopolitical hotspot in the future, and its presence can be interpreted as a strategic hegemony that it hopes to turn into a global power in the future.
