지역사회와 위험 거버넌스 구축 = 여수국가산업단지 사례를 중심으로

국문 초록 (Abstract)

본 연구는 위험과 안전이 사회적 구성물이라는 관점에 입각하여, 우리나라 중화학공업의 대표적 생산기지인 여수국가산업단지를 둘러싼 지역사회내 위험이슈를 사례로 하여 협력적 거버넌스의 필요성과 구축전략을 탐색해보는 것이다. 이를 위해 첫째, 석유화학단지와 같은 고위험체계에 대한 특성과 위험관리전략으로써의 거버넌스 개념에 대해 고찰하고, 둘째, 여수산단과 지역사회간의 위험ㆍ안전이슈를 둘러싼 갈등사례를 설문과 면접조사를 통해 분석하면서, 고위험체계의 위험 안전에 대한 관련행위자간의 지각차이와 갈등 현상을 설명한다. 마지막으로, 관련행위자들의 실질적 참여를 위시한 위험관리의 통합적 접근으로써, 위험ㆍ안전거버넌스의 구성체계와 구축전략을 제시해본다.

다국어 초록 (Multilingual Abstract)

From a social constructionist’s perspective, this article aims to develop a discourse on risk & safety issues and to explore risk & safety governance. To do this, we first review the characteristics of high-risk systems such as the chemicals industry, and then we debate the concept of governance as a risk management strategy. Second, analyzing the case of risk & safety issues as related to Yeosu National Industrial Complex, we explain the differences of risk perception and the conflicts among stakeholders in risk governance. Finally, a uniform risk & safety governance framework is provided. This framework integrates scientific, social and cultural aspects and includes the effective participation of stakeholders.
