국문 초록 (Abstract)

경제특구 제도는 다종다양한 형태를 가지면서 세계 각국들로 확산되고 있다. 이 연구는 매우 혼란되어 있는 경제특구의 개념을 정리하고, 한국의 경제자유구역과 중국의 경제기술개발구에 대해 그 설립목적, 거버넌스, 기업유치 등 다양한 측면들을 비교, 분석하였다. 중국의 경제기술개발구는 이미 상당한 성과를 거둔 바 있거니와 중국 경제발전의 견인차 역할을 수행하고 있는데 반해 한국의 경제자유구역 개발 사업은 여전히 실질적인 성과를 거두지 못하고 있다. 이러한 결과가 나타난 데는 여러 상황적 요인들이 작용하고 있겠지만, 이 연구에서는 두 경제특구에 있어서 제도 및 전략적 차이에 주목하여 그러한 성과의 차이가 나타나는 원인을 분석하였다. 이 연구에서는 이러한 차이가 발생한 핵심적 요인으로서, 유치 산업의 선정, 거버넌스의 적정성, 기업유치 수단의 효과성 등 세 가지를 지적한다.

다국어 초록 (Multilingual Abstract)

In this paper, we examine the concept of the special economic zone (SEZ). SEZ is variously defined according to different nations or regions. Generally speaking, it is aimed at making the national or regionaleconomies more active by upgrading infrastructure, providing a better business and living environment, and attracting multinational corporations. We also analyze the SEZ development projects in Korea and China comparatively. Chinese SEZs have attracted a lot of manufacturing companies and have given the country large economic gains. By comparison, Korean free economic zones have not made such significant gains. Korean economic bureaucrats, who thought that a service industry could become another source of Korean economic growth, regarded FEZ as an indirect means to this end. However the contents of the FEZ project were not only unrealistic but also ineffective as means to this end.
