      다국어 초록 (Multilingual Abstract)

      The traffic jam in the metropolis is the result of inconveniences coming out of using public and private vehicles. If the services are not to be improved, the citizen will stick to using their own cars and the situation of the traffic indigestion will become worse. Now schemes to utilize narrow road space more efficiently are prepared. But rather than road fixing or road widening, it is more urgent to grasp the status and the problems of public transportation system, and set up traffic demands controlling policies and introduce service improvement of public transportation and highly- intelligent public vehicles controlling system. And the efforts will make the utilization of public transportation more activated and help easing transportation jam.
      1. As one of ways of easing the traffic jam, we can consider road fixing and road widening, especially with facilities supplying. the specific means to ease traffic jam is as follows.
      1) It's required, through consolidating circulating function among crossings, to construct radiately circulating road network system and introducing circulating road system between inter-belt districts. and introducing circulating road system between inter- belt districts.
      2) As the cities' structure get changing, it's necessary to establish express circulating roads, and it's urgent to develop entirely the second circulating roads because of the traffic indigestion in the first circulating roads and between connected areas. That means that we have to establish new roads to make the traffic situation, for example, in downtown, Song Jung, I1 Gok districts, without a hitch.
      3) We have to make the passing of vehicles easier by changing some important crossing points into being dimentional, for example in Dong Mun Ro, Seo Mun Ro, Gyong Yeol Ro, Nam Mun Ro, Buk Mun Ro, etc.
      4) We need to open new roads by the river sides of the intersection areas, especially concentrating on the Yeong San river. And also, we have to transform the road system into a crossing type through developing Song Jung, Han Nam at the same time.
      5) Authorities concerned have to rearrange the facilities relating to the railroad and mainlines according to the function.
      2. Supplying facilities will create new demands and cause another traffic problems inclined to repeat themselves. This study considered and investigated some problems occurring on the way of implementing various traffic demands controlling policies, some examples of developed countries, and the Gwang Ju citizen's answering and responses.
      3. Grand cities' traffic demands controlling policies are implemented through controlling the uses of private vehicles.
      1) We have to give benefits to the faithful observants and harsh legal, systemic punishment to the negligent citizen.
      2) By changing work days and work hours, we can ease traffic jam.
      3) By imposing bustling toll to the private vehicle drivers, we can control the traffic passes and we can realize the redistribution of wealth, through investing those incomes to improvement of the bus and the subway system.
      4) It must be considered positively to introduce the restricted zone and road transportation permitting system and district license system.
      5) We must practice co-using private vehicles system, in advance, in the chronic traffic jam areas, especially around downtown working places, and we have to give benefits to the observants.
      4. The policies on the parking controlling cam be suggested as follows.
      1) It's required to expand and reinforce the regulations on the illegal parking acts.
      2) In the year 2000, to make the traffic circulation active and emergency vehicles pass smoother, we have to forbid parking inside the width of 6 meters from the dwelling districts in the first circulation.
