북한의 국방개혁: 기술개발을 통한 전략적 역량 확보 = North Korean Defense Reform: Strategic Strength through R&D

North Korea has steadily implemented national defense reforms to strengthen its national defense capabilities, and in particular, has made military technology development and military industrial capability strengthening as the focus of national defense reform. North Korea's defense reform ultimately aimed at securing nuclear power, and as technical achievements accumulated in the Kim Jong-un period, it led to the development of electric power such as hydrogen bombs and ICBM/SLBM. Having secured nuclear power in this way, North Korea is also pursuing a symmetricality in the conventional power by securing a strategic advantage by pursuing the modernization of the conventional weapon system through defense reform again. Up to now, North Korea's defense reform has been successful, and it can be seen that it has succeeded in establishing a new ruling system for Kim Jong-un and creating a driving force for negotiations with the United States.

국문 초록 (Abstract)

북한은 국방력 강화를 위하여 꾸준한 국방개혁을 실시해왔으며, 특히 군사기술개발과 군수산업역량 강화를 국방개혁의 중점으로 삼아왔다. 이러한 북한의 국방개혁은 궁극적으로는 핵전력 확보를 목표로 했으며, 김정은 시기에 이르러 기술적 성과가 축적됨에 따라 수소탄과 ICBM/SLBM 등 전력의 발전으로 이어졌다. 이렇게 핵전력을 확보한 북한은 또다시 국방개혁을 통하여 재래식 무기체계의 첨단화를 추구함으로써 전략적 우위를 확보함으로써 재래전력에서의 대칭성까지 추구하고 있다. 여태까지 북한의 국방개혁은 성공적이었으며, 김정은의 새로운 집권체제 확립과 대미협상 등의 동력을 만드는데 성공했던 것으로 볼 수 있다.
