정책 이성 비판 = A Critique of Policy Reason

다국어 초록 (Multilingual Abstract)

In general, policy scientists' foremost interest is at policy. They want to make the policy better and to solve some problem by virtue of the policy. They usually conduct their research with some implicit faith on their reason; their thought and their language. This study wants to examine about the credibility of human thinking and language as the inevitable foundation of policy making. Do the thinking and language work well enough as the core tools to make policy which can impose huge burden to taxpayers? If human mind and language have fatal limits, building a nice policy may be a hard to reach goal. Human thought about social phenomenon can’t be a pure one which is protected from subjective experiences and prejudicial ideas. Hermeneutic thinking is a central process which is performed on the ground of personal experiences. Furthermore, as people usually have little ideas about how their hidden consciousness works, they are also ignorant about the fact that their inconspicuous sediment knowledge affects unwittingly to their understanding of policy situation. Consequently, they mistake frequently that they understand the situation objectively and correctly. Language is another factor to makes policy researcher confuse subjective fabricated words with objective facts. Their language might be on holiday. Unlike physical world, there are no concrete objects that can be pointed as a referent source of the meaning of a word. Instead, policy researchers give the meaning to their word by virtue of their ability to build the meaning intentionally by indexical manner (Garfinkel) within language game. To make matters worse, policy scientists, who have little knowledge of the hidden work of their consciousness, tend to take these abstract words as the concrete ones (the fallacy of misplaced concreteness). Policy analysis can be a writing of novel dressed with gorgeous artificial words.
