평생학습시대의 다문화교육의 방향 탐색 = The Direction of Multicultural Education in the Age of Lifelong Learning - Case studies of USA, UK and Sweden -

국문 초록 (Abstract)

본 논문은 외국 사례에 대한 비교 연구를 통해 평생학습시대에 필요한 다문화교육의 방향을 탐색하는 것을 목적으로 하였다. 이를 위하여 우리나라 보다 ‘이민’의 역사가 오래된 미국, 영국, 스웨덴의 다문화가족을 위한 교육 지원 사례들을 비교 분석하였다. 분석 결과, 미국, 영국, 스웨덴에서는 이민자의 증가와 그에 따른 사회적 이슈에 대처하기 위해서 다문화교육의 핵심 영역으로서 ‘평생교육’을 강화했다는 공통점을 가지고 있었다. 이들 국가에서는 평생학습자로서 이주민들의 생애주기 및 학습 요구에 맞는 교육을 체계적으로 지원하고 있으며, 이를 위한 법적 지원 체제를 구축하고 민관 협력을 통해서 다양한 평생교육 프로그램을 운영하고 있었다. 이러한 노력들은 그동안 ‘이민자’의 한국사회 적응교육(문화이해, 언어교육)과 ‘그 자녀’의 교육만을 강조하고, 이들이 평생학습시대에 가정, 일터, 지역사회에서 건강한 시민으로서 살아가는 데에 필요한 학습역량을 함양시켜주는 데에는 소홀했던 국내 다문화교육의 향후 개선 방향을 모색하는 데에 의미 있는 시사점을 제공한다.

다국어 초록 (Multilingual Abstract)

This study aims to explore the direction of multicultural education in the age of lifelong learning by comparing cases of USA, UK and Sweden. The results of the study show that these three countries are similar in that all of them have developed lifelong learning as a key strategy to address social issues related to the increase of immigrants. All of them have also perceived immigrants as lifelong learners and have tried to meet their educational needs through their life cycle. As a way of doing so, the three countries have stipulated laws to provide lifelong learning opportunities to immigrant families in collaboration with various organizations. These efforts altogether provide significant implications for the Korean government in improving multicultural education policy which has only emphasized the education for female immigrants and their children and thus has ignored lifelong learning opportunities for multicultural families. By benchmarking the cases of USA, UK and Sweden, the Korean government should strengthen multicultural education by adding lifelong learning components and thus should make multicultural education for all.
