AEO 인증의 성과로서 무역업체의 생산성 변화에 관한 연구 = Does AEO Certification Matter for Trading Firms?

The number of countries operating Authorized Economic Operators program for trade facilitation and security is steadily increasing. It is basically a trust-based partnership between customs administration and private firms, so voluntary participation by private firms is necessary in order to achieve its purpose. For encouraging voluntary participation by private firms, the benefits against additional cost for certification must be large. However, most empirical studies addressed only the effects of AEO certification primarily based on survey. To overcome these limitations, this study sought to measure annual productivity changes of AEO certified firms in Korea through sequential malmquist productivity index and to analyze the impact of AEO-certification on its productivity changes. This study found that the AEO certification age have positive effect on the annual productivity changes of 199 AEO certified firms. Also, additional analysis show that the AEO certification age affects the productivity changes of large firms, but does not have significant effect on small and medium-sized firms.

국문 초록 (Abstract)

무역원활화와 무역안전을 위해 AEO 제도를 도입하여 운영하는 국가는 지속적으로 증가하고 있다. 우리나라는 2009년 AEO 제도를 도입하여 운영하고 있는데 제도의 목적 달성을 위해서는 기업들의 자발적 참여가 필수적이다. 기업들의 자발적 참여를 유도하기 위해서는 인증을 위한 추가적인 투자 대비 그 성과가 커야만 하는데 관련 연구들에서는 주로 설문조사에 의한 AEO 인증의 효과만을 다루는 한계점을 가지고 있다. 본 연구는 이러한 한계점을 극복하기 위해 AEO 인증 기업들을 대상으로 순차적 맘퀴스트 생산성 지수를 통해 연간 생산성 변화를 측정하고 AEO 인증연령이 이에 미치는 영향을 분석하고자 하였다. 2018년 1월 기준 수출 또는 수입부문에서 우리나라 AEO 인증을 받은 기업 중 자료수집이 가능한 199개 기업을 분석대상으로 선정하고 순차적 맘퀴스트 생산성 지수를 활용하여 2010년부터 2017년까지의 생산성 변화를 측정하였다. 측정결과 199개 AEO 인증기업의 생산성은 연평균 0.2% 감소한 것으로 나타났는데, 기업규모에 따라 대기업은 연평균 0.7% 증가한 반면, 중소기업은 연평균 1.2% 감소한 것으로 분석되었다. AEO 인증요인이 AEO 인증기업의 생산성 변화에 미치는 영향을 검증하기 위해 패널회귀모형을 구성하여 분석한 결과, 199개 AEO 인증기업들의 연간 생산성변화에 AEO 인증연령이 유의미한 영향을 미치는 것으로 나타났으나, 기업규모를 구분하여 분석한 결과 AEO 인증연령은 대기업의 생산성 변화에는 영향을 미치지만, 중소기업의 생산성 변화에는 유의미한 영향을 미치지 않는 것으로 나타났다.
