지방정부 수장의 성공적 지역경영 리더십 연구 : 3선 광역자치단체장을 중심으로 = (A) Study on the successful leadership of local government's governors : centering on the governors elected 3 times

국문 초록 (Abstract)

지난 2002 월드컵으로 ‘히딩크 리더십’이라는 신조어가 탄생 될 정도로 우리 사회 정치계, 경제계, 체육계 등 모든 부분에서 리더십이 사회적 이슈로 등장했다. 6.2 지방선거를 앞둔 이 시점 “누가 더 리더십이 있고 적임자일까?”라는 리더십과 관련되는 문제가 이슈가 되고 있다.
본격적 지방자치시대가 펼쳐지면서 지역주민들로부터 정당성을 부여받은 자치단체장은 과거의 임명단체장과는 비교가 되지 않을 정도로 중요한 위치를 차지하게 되어 중앙정부를 비롯한 상급관청, 국회 및 지방의회 등 지방자치에 영향을 미치는 다양한 행위자들과의 관계나 위상도 크게 달라지게 되었다. 즉, 지방자치의 출범은 중앙집권적 통치에서 벗어나 지역의 자율성을 확보해 가면서 각종 정책형성 과정에 결정적인 역할을 하는 지방정부 수장으로서의 지위와 역할을 크게 높여 놓았다.
또한 계속되고 있는 요즘의 정국 혼미상태도 따지고 보면 국가 지도자들의 리더십 부재에서 비롯되고 있는 현상들로서, 이 시대를 살아가고 있는 우리 국민들은 국가의 역동성과 민주성을 극대화시킬 수 있는 지도자의 리더십을 갈망하고 있으며, 크고 작음을 떠나 리더십이 국가는 물론 지방자치의 발전에 매우 중요한 요소임을 절실히 느끼고 있다.
지방자치의 본질은 지방정부의 자율적 운영을 통하여 지역의 균형발전을 도모하고 해당지역의 사회경제적 복지수준을 향상시키는데 있지만, 지방자치를 단기간에 성공적으로 정착시키기는 쉬운 일이 아니기 때문에 중앙정부, 지방정부 및 지역주민들이 합심하여 중앙정부와 지방정부간의 효율적 분업체제 구축과 지역이기주의의 극복, 지방 재정력의 보강 등 전반적으로 시스템을 개혁하면서 한 걸음씩 나아가야 바람직한 지방자치가 실현될 것이다.
이러한 의미에서 본 연구에서는 지방정부의 원활한 운영과 민주적이고도 능률적인 지방자치제 실현을 위한 리더십 발휘에 초점을 두고자 했다. 이에 먼저, 리더십의 의의와 유형, 리더십 연구의 이론적 접근방법에 대해 논하고, 지방자치단체장의 지위와 권한, 역할과 자질을 통해 지방자치단체장이 지녀야 할 리더십에 대해 살펴보고자 하였다. 또한, 3선 광역자치단체장들이 보여준 성공적인 리더십이 발휘된 성공사례를 통해 성공적인 리더십의 요인은 무엇인지 지역정책 문제의 발견자 및 제안자, 지역발전정책의 추진자, 지방의회의 견제자, 지방행정의 관리 및 집행자, 자치경영자, 이해관계의 조정자로써 지방정부단체장들이 지녀야 할 리더십 강화방안에 대해 제시하고자 하였다.
이에 국가발전 전략 차원에서도 지방자치제도의 보완과 자치행정의 혁신으로 지방정부 수장의 역할을 올바르게 정립하고 리더십을 배양하여 지방의 경쟁력과 국가의 경쟁력을 함께 높여 나가야 할 것이다.

다국어 초록 (Multilingual Abstract)

As the local government era began in earnest the head of the local government who was granted legitimacy by the local residents took a place that was so much more important than the head of the appointing group which influenced greatly on the relationships with various doers and on standings which influenced the local government such as the superior offices, National Assembly and local assembly including the central government. In other words, the constitution of the local government escaped the centralized ruling to expand the regional autonomy, which greatly increased the position and the role of the local government head who plays the decisive role in all types of policy making.
Looking at the current confusion on the political situation, the citizens today are longing for a powerful leader who can optimize the dynamism and democracy of the nation, and strongly believe that leadership whether weak or strong will become a very important factor in the development of not only the nation but also the local governments.
The nature of the local government aims in the balanced development of regions through an autonomous operation of the local governments and plans on increasing the social economy welfare standards of relevant regions. However, as it is difficult to successfully settle the local government in a short period of time, the central government, local government and the residents must co-operate to generally reform the system such as overcoming of regional egoism, strengthening of the regional financial powers, and the efficient specialized systems between the central government and the local government which will result in a desirable local government.
This study decided to concentrate on the leadership demonstration to actualize the fluent operation of the self-government and the democratic local government. Firstly, we will discuss about the meanings and types of leadership, and the theoretical approaching methods of the leadership study, then will look at the leadership which the head of the local government should possess through the position and power of the local government head, role and qualifications. Furthermore, examining the successful leadership cases shown by the local government heads who have been elected 3 times, we will discuss what the factors of successful leadership are, and will suggest the method of strengthening the leadership which the local government heads should possess as the managers of the regional policy problem finder and proposer, the propeller of the regional development policy, checker of local assemblies, manager and executor of local administration, self-manager and understanding relations.
In the view of the strategic national development, the role of the local government head shall be appropriately established by the supplementation of the local government system and by the innovation of the self-administration. Then leadership can be cultured to increase regional competition and national competition.
