제주교육 정책에 따른 제주어 교육의 실태 분석 = Analysis of the Actual Status of Jeju Language Education According to Jeju Education Policy

국문 초록 (Abstract)

이 연구는 특별자치도인 제주 지역의 특수성과 기본 교육의 보편성을 함께 고려하면서 제주교육 정책적 특성을 제주어 교육을 중심으로 살펴보고자 하는 것에서부터 출발하였으며, 제주교육 정책이 지향하는 전반을 포괄하면서 다른 지역과는달리 제주교육에서 보이고 있는 특이 사항 중 하나인 제주어 교육을 중심으로 관련실태를 분석하고 교육적 관점의 기준과 방향성을 제시하는 것에 목적을 둔다.
이에 따라 본 연구에서는 제주교육의 기본적인 정책 기조를 검토하고 그 관련 정책 중의 하나인 제주어 교육에 관해서 제주특별자치도교육청을 중심으로 전개된 제주어 교육 실태를 분석하여, 제주교육 정책에 따른 제주어 교육 논의의 전제를 필요성ㆍ실용성ㆍ계속성의 관점에서 살펴보고, 자료ㆍ활동ㆍ태도의 측면을 중심으로 방향성을 제안하였다.
본 연구의 의의는 제주교육 정책의 방향 및 실태를 전반적으로 살펴봄으로써제주 지역의 특수성이 교육에 반영되는 정책적 방향을 구체적으로 파악할 수 있다는 데에서 찾을 수 있으며, 더 나아가서 그 안에서 제주어 교육이 가지는 언어교육의 사회ㆍ문화적 의미를 실제적으로 검토하는 계기가 되었다는 점도 고려해 볼수 있다. 이 연구의 결과물이 특별자치도라는 지역 사회의 교육적 의미를 되새기고 지역어 교육에 대한 지속적인 고민을 모색해야 할 필요성을 인식하는 정책연구의 기초 자료가 될 수 있기를 기대한다.

The purpose of this study is to review the overall Jeju education policy, analyze the current situation with a focus on ‘Jeju language education’, one of the special aspects of Jeju education, and present educational perspectives and directions. This study began with an attempt to examine the characteristics of Jeju education policy, focusing on Jeju language education, while taking into account the uniqueness of Jeju, a special self-governing province, and the universality of basic education.
Accordingly, this study reviewed the basic policy direction of Jeju education and analyzed the current status of Jeju language education, which is one of the related policies, centered on Jeju Special Self-Governing Province Office of Education, to examine the premise of discussion on Jeju language education according to Jeju education policy from the perspectives of necessity, practicality, and continuity, and proposed a direction centered on the aspects of materials, activities, and attitudes.
The significance of this study can be found in that by examining the direction and reality of Jeju education policy in general, it is possible to understand in detail the policy direction in which the special characteristics of the Jeju region are reflected in education, and furthermore, the language of Jeju language education within it. It can also be considered that it served as an opportunity to practically examine the social and cultural meaning of education. The results of this study can serve as basic data for policy research that recognizes the need to reflect on the educational meaning of the local community of the Special Self-Governing Province and to continuously consider regional language education.
