인구감소지역 군집분석에 따른 군집별 대응방향 = Direction of Response by Cluster in Areas with Declining Population

To address the issue of depopulation in certain regions, a yearly fund of around 1 trillion won has been allocated from 2022 by the Ministry of Public Administration and Security over a 10-year span as Local Extinction Response Fund. The purpose of this study is to categorize 89 depopulated areas based on the depopulation index, analyze investment plans per the clusters, and discuss response strategies for each cluster. The cluster analysis yielded four clusters: Cluster 1 (5 areas), Cluster 2 (27 areas), Cluster 3 (24 areas), and Cluster 4 (33 areas). By conducting a comparative analysis of projects using investment plans, variations in keyword frequency and the distribution of project characteristics among the clusters were identified. This indicates the need for differentiated response projects tailored to the characteristics of each cluster. Furthermore, based on expert opinions, response directions for each cluster were proposed, taking into account their respective characteristics. The results of this study stressed the importance of customized response strategies that match the characteristics of depopulation areas. It is expected that various tailored response strategies will be discussed in the future in relation to current local issues, characteristics, and identities.

국문 초록 (Abstract)

인구감소지역에 대하여 지방소멸 대응을 위해 행정안전부를 중심으로 2022년부터 10년간 년약 1조원 규모의 지방소멸대응기금이 지원되고 있다.􀀁 본 연구는 89개 인구감소지역을 대상으로행정안전부의 인구감소지수 지표를 반영하여 군집화하고,􀀁 군집화에 따라 투자계획을 분석하고군집별 대응방향을 토의하는데 목적이 있다.􀀁 군집분석 결과 네 개의 군집으로 유형화되어 각각군집1은 5개,􀀁 군집2는 27개,􀀁 군집3은 24개,􀀁 군집4는 33개 지역으로 구분되었다.􀀁 투자계획을 바탕으로 한 군집별 사업 비교분석 결과 각 군집별로 빈도가 높은 키워드의 차이가 있었으며,􀀁 사업 특성 비중에도 차이를 보였다.􀀁 이는 군집별로 특성화를 통한 차별화된 대응 사업들이 추진될필요가 있음을 암시하고 있다.􀀁 또한 전문가 의견 수렴을 통해 각 군집별 특성을 반영하여 군집별 대응 방향을 제안하였다.􀀁 본 연구의 결과는 인구감소지역의 특성에 따라 차별화된 대응방향이 설정되어야 함을 시사하고 있으며,􀀁 향후 지역 현안 문제,􀀁 특성 및 정체성에 따른 맞춤형 대응방향이 다양하게 논의되기를 기대해 본다.
