To address the issue of depopulation in certain regions, a yearly fund of around 1 trillion won has been allocated from 2022 by the Ministry of Public Administration and Security over a 10-year span as Local Extinction Response Fund. The purpose of this study is to categorize 89 depopulated areas based on the depopulation index, analyze investment plans per the clusters, and discuss response strategies for each cluster. The cluster analysis yielded four clusters: Cluster 1 (5 areas), Cluster 2 (27 areas), Cluster 3 (24 areas), and Cluster 4 (33 areas). By conducting a comparative analysis of projects using investment plans, variations in keyword frequency and the distribution of project characteristics among the clusters were identified. This indicates the need for differentiated response projects tailored to the characteristics of each cluster. Furthermore, based on expert opinions, response directions for each cluster were proposed, taking into account their respective characteristics. The results of this study stressed the importance of customized response strategies that match the characteristics of depopulation areas. It is expected that various tailored response strategies will be discussed in the future in relation to current local issues, characteristics, and identities.
