지방공공서비스 공급의 규모와 범위 : 수도서비스의 광역화와 통합화

국문 초록 (Abstract)

공공서비스는 획일적인 중앙정부보다는 분권화된 체계를 통해 지역 단위에서 다양하게 공급되는 것이 효율적이라는 것이 공공선택론자들의 주장이다. 그러나 서비스 영역의 지나친 분권화는 생산에 있어 규모의 경제 및 범위의 경제를 억제함으로써 최적의 효율성을 달성할 수 없게 하므로, 서비스의 공간적 규모를 확장하거나 복수 서비스의 결합생산을 도모할 여지가 생긴다. 따라서 효율성 관점에서 볼 때 외부성이라는 현실적 여건을 감안하고 지역특성, 수자원의 이용과 수질보호, 지역간 수자원의 조정, 운영전문화 등의 요인을 고려하여 규모의 경제와 범위의 경제를 최대한 확보할 수 있는 연계방식의 채택이 필요해진다. 공공서비스 공급의 연계에 관한 논의는 불가피하게 공급체계의 변화를 수반한다. 다만 완전한 민영화는 대규모시설의 경우 효율성 측면에서 오히려 불리하며, 공공성을 보장할 수 없다는 점에서 바람직하지 않은 것이 지적된다. 상·하수도 서비스의 광역화와 통합화를 위해서는 오히려 독립적인 하천수계별 상·하수도 공동공사를 설치하는 방안이 현실적이다.

다국어 초록 (Multilingual Abstract)

According to the public choice theory, it is fragmented local governments that guarantee the efficiency in local public service provision. But this theory could be criticized in their lack of considerations about space and combination thinking. This study treats some issues with relation to efficiency factors such as economies of scale, economies of scope, and externality. The institutional and fiscal issues mean that although local governments' water provision units are carried out individually, the nonexistence of coordinating bodies among them can cause inefficiency. To improve the current water system, the priority should be placed on consolidating integrated bodies with waterway neighborhoods. Public service linkage should be inevitably accompanied with service provision system. And yet complete privatization is under debate in the meaning of inefficiency in provision and riskiness of publicness. Rather, therefore it would be better to establish regional water-supply enterprise for the river-basin integration of water services.
