교육위원 제도의 쟁점과 과제

국문 초록 (Abstract)

제주특별자치도의 상임위원회 형태의 교육위원회 출범, 교육위원 및 교육감 선거 부정증가, 교육위원 유급화 등은 교육위원 제도에 대한 근본적인 재검토를 요구하고 있다. 이 연구는 교육위원의 자격, 선출방법 및 선출현황, 교육위원의 권리와 의무 등을 분석한 후, 교육위원 제도의 쟁점을 중심으로 대안을 제시하는 데 목적이 있다.
교육위원 제도의 쟁점을 주민 대표성, 자격기준, 경력자 우선당선제도, 선거제도, 겸직금지, 연령구성 등으로 구분하여 분석하고 대안을 모색하였다. 제시된 교육위원 제도의 개선과제는 다음과 같다. 첫째, 교육위원의 주민대표성을 높이는 방안을 강구한다. 둘째, 교육위원 자격기준을 재검토한다. 셋째, 선거구별로 일정비율의 비경력자 정원을 할당하여 경력자와 비경력자의 비율을 적정하게 조정한다. 넷째, 현직 초·중등교원이 교육위원으로 진출할 수 있는 통로를 개방한다. 다섯째, 교육위원의 교육 및 교육행정 경력연수를 5년으로 낮춘다.

다국어 초록 (Multilingual Abstract)

The changes of circumstances?starting on Jeju Board of Education as a standing committee of Jeju Special Self-Governing Province Council, growing rigged election of educational board member and superintendent, and paying a salary to educational board members?are requesting to reexamine the member system of Board of Education(BoE). The purpose of this study are to analyze the standard of eligibility, election method, and backgrounds of elected persons of member of BoE, to examine the issues on the member system of BoE, and to suggest some alternatives for the improvement of the member system of BoE.
Analyzed issues on the member system of BoE are the representatives of residents, standards of eligibility, preferential election system of the people with experiences of education or educational administration, election system of the member of BoE, a ban for holding more than one office, and the distribution of ages of member of BoE.
In conclusion, I suggested 5 alternatives for the improvement of the member system of BoE. First, we should draw up plans to raise the residents' representatives of educational board member. Second, it is necessary to reexamine the standard of eligibility of educational board member. Third, we have to adopt measures to coordinate the quota of the experienced member of education or educational administration and the non-experienced member. Fourth, it is necessary to open the path for the incumbent teachers to become the educational board member. Last, we should reduce the requirement career years of the experienced member to 5 years.
