일본의 축소사회 위기와 이민정책 - 외국인 노동자와 다문화공생을 중심으로 = Japan's Shrinking Social Crisis and Immigration Policy - Focusing on Foreign Workers and Multicultural Symbiosis

국문 초록 (Abstract)

이 글은 인구감소에 따른 일본 이민정책의 제도적 변화와 특징을 제시한다. 일본의 이민정책은 출입국관리제도와 사회통합으로서 다문화공생 등 정부와 지자체, 제도와 인식의 차원에서 나타난다. 기존연구에서는 주로 외국인에 대한 지역사회의 인식과 대응을 다루었으며 최근에는 정부의 제도적인 변화를 고찰하였다. 이 글에서는 중앙정부와 지역사회 차원에서 제도와 정책을 통해 이민에 대한 일본 정부의 대응과 변화를 검토한다. 구체적으로는 외국인에 대한 출입국재류관리와 각 성청의 대응, 지자체의 역할을 통해 일본의 외국인 정책에 대한 변화와 흐름을 검토한다. 우선, 1990년대 전후 글로벌리제이션과 급변하는 시장에서 외국인 노동자의 양적 증대를 요구했다면 2000년대 이후에는 전문적이고 숙련된 외국인을 ‘일본의 생활자’로서 인식하기 시작했다. 둘째, 중앙정부에서는 외국인 노동자 확대를 위한 정책을 마련했으며 지역사회에서는 다문화 공생 개념을 도입하기 시작했다. 결론으로 일본에서 저출산 고령화 등 축소사회에 대한 위기의식은 출입국관리 정책의 변화를 야기했다고 제시한다.

This article examines the in institutional characteristics and changes of immigration policies of Japan Society. Japanese immigration policy refers to immigration control and social integration. This article analyzes immigration policies in terms of government, local governments, including multi-cultural symbiosis. Existing studies mainly dealt with the community's perception and response to foreigners and institutional changes in government. We present a change in Japan's foreign policy through immigration institutions for foreign workers and the role of local governments. In the 1990s, there is a considerable growth of foreign workers in Japan, on the other hand, skilled migrant population increased after 2000. The Japanese governments has begun to recognize professional and skilled foreigners as “Seikatsusya(生活者)”. The Ministry of Internal Affairs and Communications established policies to expand the number of foreign workers and the local community has proposed policies on multicutural symbiosis. In conclusion, there has been a policy change for foreign workers in Japan due to the population decline.
