후원-의존 관계에서의 약소국 방위산업 발전의 전망과 한계 = A Prospect on the Development and Limitation of Defense Industry of Mid-Size States in A Patron-Client Relationship

국문 초록 (Abstract)

강대국과의 비대칭적 동맹(Asymmetric Alliance)관계에서 약소국은 안보적 요구를 충족함과 동시에 정치적 자율성을 일부 양보해 왔다. 그 이면에는 양국간의 무기이전과 관련하여 장기간에 걸쳐 형성된 후원-의존관계(Patron-client relationship)가 있다. 후원-의존관계에서 약소국이 자체무기생산을 시작한다면 강대국과의 이해관계에 특별한 변화를 가져오게 된다. 본 논문은 약소국이 자체로 무기생산을 시작하면서 후원-의존관계에 있는 양자의 이해관계에 변화를 주목하면서, 합리적 행위자의 게임일 경우 예측되는 결과(Outcome)를 모델링 하였다. 약소국의 방위산업 발전은 자국의 합리적 선택에 의해서만 결정되는 것이 아니라 후원자로 있는 강대국의 합리적 선택과도 맞물려 결정된다. 이러한 합리적 선택이론에 근거한 게임에 의하면, 미국과의 후원-의존 관계를 탈피하려는 노력을 하고 있는 우리 정부의 노력은 논리적으로 합리적인 것으로 판단된다. 앞으로도 한국은 안보공약이 위협받지 않는 가운데 우리 국력에 부합하는 수준의 자조력(Self-help)을 갖추는 노력을 계속해야 할 것이다.
