국문초록

본 연구의 목적은 중국의 국내환경정책과 국제적 규범의 이행 사이의 관계에 대해 알아보고자 함이다. 그동안 국제사회에서 중국은 인권, 반핵과 같은 선진 국가들이 참여하고 있는 국제적 이슈에서 미국과 유럽을 포함한 국가들과는 다른 행동을 취해왔다. 그렇지만 유독 환경과 관련된 이슈만큼은 다른 이슈들과는 다른 새로운 모습들을 보여주고 있다. 그렇다면 중국이 다른 문제들과는 달리 환경문제에 있어 국제협약에 비준을 하고 국내적 정책에 환경문제를 적극 반영하는 이유는 무엇인가? 이러한 문제의식을 바탕으로 한 본 연구의 문제의식은 다음과 같다. : 첫째, 교토의정서라는 국제규범이 중국의 국내적 요인, 그리고 국내규범과 일치한다는 것을 분석하고, 환경이슈에서 교토의정서가 중국의 국내환경정책에 미치는 영향과 그 과정을 알아본다. 둘째, 최근 중국 정부의 기후변화 대응정책이 중국지도부의 환경에 대한 인식 변화를 토대로 변화해 왔다는 것을 가정하고, 중국지도부의 인식 변화를 10차 및 11차 경제개발 5개년계획의 비교분석을 통해 살펴본다.

중국은 지속가능한 경제발전과 산업구조 변화의 필요라는 절대적인 해결과제를 위해 국제기후변화협약에서 제시하고 있는 많은 국제규범을 이해하고 국내의 많은 정책을 변화시켰다. 특히 교토의정서에서의 핵심적인 사항인 청정에너지 기술개발을 위한 노력과 배출권 거래제도와 공동 이행을 위한 노력은 중국의 11차 경제개발 5개년계획에서 두드러지게 나타났다. 또한 중국의 당-국가체제라는 정치제도와 중국지도부의 막강한 권력구조, 지금까지 인권을 포함한 다른 이슈에 대한 중국의 국제적 태도 등을 미루어 보았을 때 환경에 대한 중국의 움직임은 이례적이라고 할 수 있다. 이것은 구성주의적 시각으로 보았을 때 중국 지도부의 환경에 대한 긍정적인 인식변화가 선행되었다는 결과를 알 수 있었다.

The objective of this research is to conduct study on the nature of the relationship between China's domestic environmental policy and China's implementation of international norms concerning environment. So far, China has taken different position from the U.S. and most of the European countries regarding such international issues as human rights and nuclear weapons, those issues in which many of the major global powers are deeply involved. However, China has taken different stance regarding environmental issues from other sorts of issues. Then, why is China taking different position concerning environmental issues, taking part in ratification of international protocols and considering environmental issues seriously in domestic policy-formation? Based on these observations, the objectives of this research include;

firstly, to prove that Chinese domestic environmental policies are in accordance with Kyoto Protocol, a type of international norms and also to analyze the influence of Kyoto Protocol on Chinese domestic policy-formation process in the field of environment.

secondly, on the basis of the constructivist hypothesis that China's recent policies regarding environment reflects change of perception of Chinese leadership regarding environment, to conduct research on the change of Chinese leadership's perception on environmental issues through comparative analysis of the 10th and the 11th Five-Year Plan of China, designed to develop her economy.

With the aim of sustainable development and restructuring of domestic economy, China has made many changes in both domestic and international policies concerning environment by internalizing many of the international norms based on the United Nations Framework Convention on Climate Change. In particular, Chinese efforts for the fulfillment of two essential parts of Kyoto Protocol, which are, development of clean-energy technologies and establishment of carbon-trading system, are noticeable in the 11th Five-Year Plan, which is being implemented for the period between the year 2006 and 2010.

These changes in Chinese policies regarding environmental issues could be seen as exceptional, especially considering those factors as peculiar Chinese political system dominated by Chinese Communist Party, strong power of Chinese political leadership, and Chinese position in the international arena toward other issues including human rights. When seen from the constructivist perspective, the conclusion drawn from analysis above would be that there has been positive change in the perception of Chinese leadership regarding environmental issues.
