    China is a country frequently hit by natural disasters, and about 200 million Chinese suffer from natural disasters every year. This paper introduces the classification, legal system, public emergency plan system, organization system, and operational mechanism of emergency management system in China, and the natural disaster response processes as well. The paper aims to analyze the characteristics of China’s natural disaster management system in details through a case study of Typhoon Saomai in 2006. The paper also gives suggestions at micro-level, meso-level, and macro-level to natural disaster management of China, based on the discussion of Typhoon Saomai.
