      Writer has studied the escalation of the land prices in the entire area of Seoul City, anual produced a concrete statistics and analyzed factors for the presented escalation of the land prices at every angles.
      Writer holds a principal opinion in regard to the problem of the land prices as that the ratio of the escalation of a land price is always higher than the ratio of the interest of Bank and writer developed a theory to the direction of restraining the price. Practically speaking, as long as the land owner has the expectation of that the ratio of the escalation of land prices would be higher than the interest rate of a Bank in common market, this fact will always be the factor of the restraining the supply of land in the same time it inflates the factor of demanding land.
      Needless to say that land brokers commands great attention to the differences between the ratio of the escalation of land prices and the interest rate of Bank, even the demanders of lands who intend to build homes for themselves are influenced and conduct themselves by the escalation of land prices.
      Therefor, the land policy in this text should: (1) Convert to a Home-Lease Policy from a Home-Owning Policy. (2) Set up a regulation of tax imposing on Land possission. (3) restrain or promote the utilization of land by law.
      With those three principal policies constituting as the main post, it is the object that restraining the escalation of land prices to below the level of the interest rate of capital through the process of mass-supply of house-leasing by the original land owners.
      The Land thrice Policy of which resulted from this study is not like the ones that arrayed as individual policy, once there were common in the past, acquired by experiences or insight.
      It would be inevitable to adopt this policy as a system of land policy as long as there is a correct analyzing of all factors for the escalation of land prices and recognized it fully.
