        In order to adapt the enlargement of business scale and the unpredictable business environment, business structure should be transformed. Thus, practical changes for business structure should be raised with regard to the minds and activities of members.<BR>  At this point, the concept of empowerment will play a crucial role for the changes of business structure.<BR>  This study will show that, in beauty shop, employee"s scale should be connect with the development of beauty shop and the flexible reaction for customers. To achieve this aim, theoretical method is viewed with regarding papers. Also study model and study analysis are taken up and study details are selected though questionaries.<BR>  As a basis of study model, the SPSS 10.0 statistic program is used as Frequence Analysis, Factor Analysis, Reliability Analysis, One-Way ANOVA, T-Test, Correlation Analysis, Regression Analysis.<BR>  The results of this study are as following:<BR>  (1) According to the analyzed result of employees in beauty shop, empowerment, organizational effectiveness have difference with regard to age, educational level, marriage, working place, employment, status, total career, employment term, working hours per day and salary.<BR>  (2) Empowerment influences on job performance. Therefore, as the level of empowerment is high, job performance and level are high. Also, empowerment in beauty shop has an effect on turnover intention; that is to say, turnover intention can be decreased with regard to the high level of empowerment.<BR>  The general concept of this study results are as following:<BR>  (1) In the analyzed results of empowerment, organizational effectiveness, there are differences with regard to the statistic character of the employees at beauty shop, Therefore, management for recruit, status, education, salary, sanitary, welfare and turnover, etc., should be formed systematically.<BR>  (2) Empowerment has a positive effect on job performance while it has a negative effect on turnover intention. In the theoretical research, the concept of empowerment is not just hand over the power of authority from senior to junior. It rather apply to develop the self-achievement of employees and to power toward job.<BR>  Thus, employees need to enhance their abilities and implement them to their duties. For this fact and job performance, employees also need to acquire technical knowledge and to have pride in their duties. <BR>  The implementation methods of this study results are as following:<BR>  (1) Sharing the information of structural effect with employees the reliability of them should be increased through the crucial information.<BR>  (2) Setting up the plain vision and details in structure and joining the common goal and role, newly decided procedure and training enforcement should be used in order to make the empowerment possible.<BR>  (3) The changes of structural culture are required to attain the success of empowerment through the selection on decided procedure and training enforcement.<BR>  (4) Teamwork system should be introduced in order to do the work spontaneously. As the purpose of empowerment is to pursue the promotion of structural effect, an active management is required.<BR>  Consequently, management or administration at beauty shop should not only provide nice environment for empowerment but also give motivation for feeling of partnership with regard to the enhancement of management effect and structural effect at beauty shop.
