구 동독 사회정책의 이념과 실제 = Ideology and Practice of Social Policy in Formal East Germany

국문 초록 (Abstract)

본 연구는 독일의 통일과 관련하여 구 동독지역의 사회정책 이념의 형성과 역사적 변화과정을 분석하고, 특히 동독의 몰락과 사회정책과의 관계에 주목하고자 하였다. 구체적으로 본 연구는 다음과 같은 문제에 대한 해답을 모색하는 것을 중심으로 이루어졌다.
첫째, 구 동독에서 사회정책의 기본 이념은 무엇이며, 이는 어떠한 배경을 가지고 형성 되었는가?
둘째, 구 동독에서 사회정책은 소련의 점령시기에서 베를린장벽의 붕괴까지 중요한 시기별로 어떻게 변화하였는가?
셋째, 구 동독의 사회정책은 어떤 특징을 가지는가?
넷째, 구 동독의 사회정책의 이념과 실제는 어떻게 다른가?
다섯째, 구 동독이 몰락하는데 사회정책은 어느 정도의 영향을 미쳤는가?
여섯째, 한반도의 통일과정에서 사회정책을 설계하는데 동독의 사례연구에서 어떤 시사점을 얻을 수 있나?
연구 결과 구 동독의 사회정책은 몇 가지의 특징을 가지는 것으로 나타났다.
첫째, 구 동독은 ‘사회적 시장경제’를 기반으로 형성된 구 서독의 사회정책에 대비되는 고유의 사회정책을 구성해야 했으나, 1989년 정권의 몰락까지 일관된 형태의 사회정책의 개념은 부재하였다.
둘째, 동독의 사회정책은 서독의 사회정책보다 많은 분야를 포괄하고 있다. 물질적 기아의 보호, 노동, 교육, 건강 돌봄 및 주택과 같은 기본적인 기초욕구의 보장에서 모든 시민의 의식을 가능하게 하는 소득 요구권까지 포함하였다.
셋째, 구 동독의 사회정책이 다른 나라와 특히 차이를 보이는 것은 사회정책이 기업 내의 차원에서 주로 이루어진다는 것이다.
넷째, 구 동독지역에서는 집중화된 단일보험이 성립하였다. 기존의 사회보험의 자치 행정권은 소멸되었고, 사회보험의 행정은 독일자유노총(FDGB)이 담당하게 되었다.
다섯째, 구 동독의 사회정책은 1971년 이후 ‘경제정책과 사회정책’의 통일이라는 구호를 내세워 사회정책의 확대를 시도하였으나, 경제력을 기반으로 하지 못한 과다한 국가개입의 결과 동독의 몰락에 상당한 영향을 주었다.
결국 동독의 주민들은 실업이 없는 사회주의에서 완전고용을 누리고 양질의 사회보장을 받는다고 선전되었지만, 동독주민의 삶은 서독 지역의 주민에 비해 현저하게 떨어지는 것이었다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is analyzing the formation of ideology and historical evolution of social policy in former East Germany in connection with the unification of Germany. It pays particular attention to the relationship with the collapse of the DDR and social policy. This study speculates the following questions: in former East Germany, what had been the basic philosophy of social policy?; how social policy in former East Germany had been changed by the time of the Soviet occupation in the critical period until the fall of the Berlin Wall?; what are the characteristics of former East German social policy?; what are the differences between ideology and practice of social policy?; what are impact of, the fall of former East Germany on social policies?; are there any possibilities to get lessons from the DDR experiences for designing social policies in the unification of the Korean Peninsula in near future?
This research shows that former East Germany appeared to have several characteristics. First, there was no concept of a consistent form of social policy until 1989. Second, social policies of the DDR are much more comprehensive than the field of social policy of West Germany. Third, special difference between East Germany and other countries in social policies is that social policy in former East Germany is mainly done in within the enterprise level. Fourth, in formal East Germany it was established centralized single social insurance system. Autonomous executive power of formal social insurance has been destroyed, the administration of social insurance has been in charge of Free German Trade Union Federation (FDGB). Fifth, DDR was attempting to expand social policy since 1971. The result of excessive state intervention not based on the economic power had a significant impact on the collapse of the DDR.
