지방자치단체의 평가제도 비교연구 : 심사분석과 자체평가를 중심으로 = A Comparative Analysis of Local Governments' Evaluation System : Focused on Program Analysis Review and Sel Evaluation

다국어 초록 (Multilingual Abstract)

This article analyses the two lines of internal evaluation system of Korea’s local governments. One is Program Analysis Review(PAR), which had been applied to local governments until 200l. The other is Self-evaluation of the Local Government(SLG), that is a newly operating performance management tool.For the comparative analysis, this study adopted a meta-evaluation model, which covering various aspects of performance management system. The major elements in the model are objectives, institutional arrangements, approaches, evaluation systems, and feedback. On the basis of survey data, the system and operation of each evaluation tool was examined. The findings are as follows:1) Both PAR and SLG commonly focus on local priority, but PAR puts more emphasis on internal efficiency while SLG pays attention to internal efficiency and responsibility simultaneously.2) From a point of legality, SLG is more legitimate than PAR, because SLG has been executed on the individual act.3) On the aspect of approaches, SLG is top-down, governance-oriented, and comprehensive, while PAR is bottom-up, management, and strategic.4) PAR usually covers projects, and puts more emphasis on outputs. On the contrary, SLG covers all kinds of core jobs, and is used to measure results.5) But, in reality, the both evaluation reports are not linked to decisions and budget allocations.This study demonstrates that the SLG is more desirable for local governments’ internal evaluation, but the evaluation capacities of local governments must be enhanced for the successful operation of SLG in local level.

국문 초록 (Abstract)

지금 세계는 고객지향적성과지향적 정부 구현에 국가적인 지혜와 역량을 결집시켜 나가고 있다. 이러한 시대적인 흐름의 한 가운데에 위치하고 있는 공공부문의 관리제도가 평가제도이다. 1970년대 이후 공공부문의 주요 평가제도였던 심사분석은 1980년대 이후 신공공관리 운동이 전개되면서 성과평가제도로 전환되게 된다. 미국, 영국 등의 경우, 중앙정부 차원 혹은 지방정부 차원에서 성과관리를 위한 법적 장치를 도입하고 있는 추세이다. 우리나라의 경우에도 2001년에 정부업무등의평가에관한기본법을 제정하여 심사분석에서 새로운 자체평가제도로 전환하기 위해 노력하고 있다. 그러나 각 지방자치단체들이 심사분석제도를 폐지하고 성과평가로서의 자체평가 제도를 도입하여 시행하고 있으나, 착근이 잘 되지 않고 있는 실정이다. 이에 따라, 지방자치단체 차원에서 기존의 심사분석과 차별화 되는 결과중심의 자체평가 제도를 정착시키는 작업이 시급한 실정이다. 이러한 문제인식을 바탕으로, 본 연구에서는 지방자치단체 평가제도에 대한 이론적 논의와 선행연구의 검토를 통해 심사분석과 자체평가의 비교분석틀을 설정하였다. 그리고 이 분석틀을 이용하여 심사분석과 자체평가를 비교하여 차이점을 규명하고, 자체평가제도의 개선발전을 위한 정책적 함의를 도출하였다. 또한 이를 토대로 21세기 우리나라 지방자치단체 평가제도(자체평가)가 나아갈 방향을 모색하였다.
