This study aims to compare and analyze the human rights experiences of persons with disabilities across different housing types (institutional care, transitional housing, and community-based living) during the deinstitutionalization process, to identify the key human rights issues in each type, and to propose policy improvements that can enhance the human rights of persons with disabilities. A qualitative content analysis was conducted on 33 studies that explored the experiences of persons with disabilities in the deinstitutionalization process. The analysis identified three human rights themes: respect for human dignity, the right to self-determination (civil rights), and social existence (social rights), with different human rights patterns emerging depending on the housing type. Based on these findings, the study addresses human rights issues for each housing type in the deinstitutionalization process and proposes policy improvements to ensure human rights-based lives for persons with disabilities, in line with the six core tasks outlined in the "Deinstitutionalization Roadmap."
