해상교통관제업무의 인지작업분석 및 활용방안에 대한 연구 = A study on Cognitive Work Analysis of VTS operation and effective utilization

다국어 초록 (Multilingual Abstract)

VTS is being used at the ports and areas of the world in order to prevent accidents and improve efficiency at sea based on ‘IMO RESOLUTION A.857(20) on Guidelines for Vessel Traffic Services’. Recently, VTS plays an important role on prevention of maritime accidents as ships required to participate in the system. Ships are diversified and traffic situations in ports and coastal areas get more complicated than before. The role of VTSO has been enlarged due to specific causes as stated, and also VTSO is required to be clearly aware of maritime situations, and make a decision in an urgent situation. This study proposes a prediction table to improve works of VTSO through the Cognitive Work Analysis of VTS operation, which the works in VTS are analyzed much more systematically. And the data was collected through interviews and observations on 14 VTSOs. The prediction tool supports decision-making in terms of a proactive measure for prevention of maritime accidents.
