시진핑 노선과 그 의미 = Xi Jinping's Line and Its Meaning

다국어 초록 (Multilingual Abstract)

Xi Jinping is trying to arouse Chinese people’s intimacy toward Chinese Communist Party by practicing pro-people policies and anti-corruption policies. In the present transit process to realize the so called Chinese Dream, Xi Jinping first has been successful in grasping the Chinese political organizations related to politics, economy and international relationship and then its strong political leadership. Based on its strong political leadership, Xi Jinping’s line is pursuing Chinese Style political democracy, overall and profound economic reform and the realization of more powerful international leadership in the world society. The process and the success of Xi Jinping’s line is going to have influence on the various kinds of fields; politics, economy and society such as increasement of the superpower, Chinese people’s welfare, human rights, etc.. And the Xi Jinping’s line is also going to impact on politics, economy and international relations of the World and specially of the 21st century’s Korea Peninsula. This paper is to describe, first, how Xi Jinping has appeared to be General Secretary of Chinese Communist Party, and then the present political and economical status of China, which will be background environment for the Xi Jinping line. And this paper will continue to discuss how the Xi Jinping is going to unfold his line;1)how Xi Jingping has attempted to reinforce his political power, 2) confirm whether his political power is in his hands or not, 3)how his political line is to develop, 4)how his economical line is to be designed, 5) how his international policy line is to evolve out, etc.. Then I will review what kinds of implications are there; 1)political, 2)economical and 3)international relations sides of China and especially 4) of Korea. Finally, this paper is going to conclude the discussion on Xi Jinping line. Actually, Korea is expected to prepare well for the appearance of the super power, China. If Korea utilizes well the appearance of China, Korea will have a chance to be one of the main advanced countries of the 21st century world. Otherwise, it is also possibile for Korea to be degraded into a peripheral minority country in Chinese oriented world of that time.

국문 초록 (Abstract)

시진핑은 친인민 정책과 함께, 반부패 운동을 주도하며, 중국 인민들의 공산당에 대한 호감을 유도하고 있다. 중국몽을 성취하기 위한 과도기적인 현 시점에서 시진핑 노선은 우선 중국 정치, 경제, 국제 관계 분야와 관계된 정치 조직들을 장악함으로서, 강력한 정치 리더십을 확보하는데 성공했다. 그 강력한 리더십을 통하여 시진핑 노선은 중국식 정치 민주화, 전면적 개혁의 경제, 강력한 국제적 리더로의 역할 제고 등을 추구하고 있다. 이 시진핑 노선의 과정과 그 성공은 강대국 중국 인민들의 복지 제고와 인권 등, 정치․경제․사회적인 각 분야에 영향을 미칠 것이고, 뿐만 아니라, 세계 각국의 정치, 경제, 국제관계에도 영향을 미칠 것이다. 특히 중국과 역사, 지리적으로 가장 인접하고 있는 21세기 한국과 한반도의 정치, 경제, 외교 관계에도 막강한 영향력을 미칠 것이다.
이 논문은 먼저 시진핑이 어떻게 총서기로 등장했는지를, 그리고 시진핑 노선의 배경이 될 중국의 정치․경제의 현 상황을 약술한다. 그리고 시진핑이 어떻게 권력을 장악해 왔는지, 그의 권력 장악 과정을 시진핑 노선 전개의 서론으로 서술한다. 이어서 그가 장악한 정치 조직 분야, 즉 정치․경제․국제관계 분야에서의 시진핑 노선이 어떻게 전개되고 있는지를 분석했다. 그 시진핑 노선의 전개가 중국 정치․중국 경제․국제관계 분야에 있어서 또한 한국에 있어서 또 어떤 의미가 있는지를 다시 정리해 보고 그리고 이 논문의 결론을 제시한다.
한국은 국제사회에서 동북아에서 강대국 중국의 등장을 제대로 준비해야 할 것이다. 한국이 이에 대한 대비를 제대로 준비한다면 한국, 특히 통일 한국은 오히려 중국보다 먼저 선진국의 일원으로 등장할 것이다. 그러나 제대로 대비를 못할 경우, 현대사 이전의 한중관계사에서처럼 한국은 중국의 변방 소수민족 국가로 전락할 가능성도 배제할 수 없다.
