구도심 개발 사업이 지역사회에 남긴 것 －광주광역시 동구 동명동의 사례－ = Downtown Revitalization Project and Change of Local Community －A Case Study on DongMyeong-Dong in Gwangju Metropolitan City－

국문 초록 (Abstract)

이글에서는 구도심지역에 대한 활성화사업이 전개되었던 양상과 지역사회에 미친 영향을 분석하고자 하였다. 광주광역시 동명동에서는 1990대에 접어들면서 구도심활성화사업이 본격적으로 시작되었는데, 처음 두 번의 사업은 계획만 세워졌을 뿐 실행에 옮겨지지 못했다. 그 후 민간투자방식의 주택재개발사업이 시도되었으나, 지역주민들의 의견이 갈리면서 결국 사업 자체를 포기하는 일이 벌어졌다. 이로 인해 지역주민들 간에는 갈등의 씨앗이 남겨졌다. 주택재개발사업의 대안으로 등장한 것이 도시재생뉴딜사업이다. 공공투자 방식인 이 사업은 2019년 1월에 시작하여 2022년 12월에 1기 사업이 종료되었다. 이 사업에서는 이전까지의 개발사업과 달리 주민들의 재생역량과 자발적 참여와 주도라는 원칙을 제시하였다. 사업 규모로만 보자면 여전히 하드웨어 관련 예산의 비중이 월등히 높지만, 자치조직인 주민협의체를 구성한다는 점과 중간지원조직인 현장지원센터를 운영한다는 점, 그리고 주민 참여를 유도하기 위해 주민공모사업 등을 펼치는 점 등에서 이전의 사업들과는 차별성을 지니고 있다. 그러나 행정기관에 예산과 인력 배치, 정보 등에 대한 권한이 집중되어 있고, 현장지원센터는 행정기관의 하위조직으로서의 역할에 머물러 있으며, 주민들에게는 실질적인 권한이 거의 주어지지 않아서 애초의 비전과 목표를 달성하는 것은 매우 어려운 상황이다. 하향식 의사결정체계와 불균형한 권력관계가 고착화된 것이 그 핵심적인 원인이라고 할 수 있다. 게다가 주민들 간의 갈등은 여전히 남아 있고 개발보상에 대한 기대감 역시 온존하고 있는 상태이다.

다국어 초록 (Multilingual Abstract)

This study aims to understand effect of downtown revitalization policy to local community and adaptation of local community people. The research site, DongMyeong-Dong, is typical place of old urban center of Gwangju City. Enter the 1990’, old urban center revitalization project has begun in earnest at DongMyeong-Dong. But first two projects was only established plans and was not carried out. And third project, housing reconstruction project, went to pieces because of divided opinions between community members. This three times experiences had left distrust to administrative agency and had divided local community. And then Urban Regeneration New Deal Project was emerged as an alternative of housing reconstruction project at DongMyeong-Dong. In this Project, local community people almost have not right of allocation of budget, information control and manpower. Agents of on-site support center have controlled by administrative agency and have little autonomy in project. The main cause of this situations is top-down decision making system and unbalanced power relations between local community people, agents of on-site support center, and administrative agency. In recent, Downtown Regeneration New Deal Project at DongMyeong-Dong is in trouble because of conflict between community members and minimizing the role of local community.
