한반도 평화 통일과 군사통합 : 실천적 과제를 중심으로

국문 초록 (Abstract)

이 논문은 한반도 통일이 가시화되어 국가통합이 추진될 때 군사통합 분야는 무엇을 준비하고 실행해야하는가를 실천적 측면에서 군사 과제를 도출하고 그 방안을 제시하는 데 목적을 두었다. 이를 위하여 제2차 세계대전 이후 외국의 군사통합 사례를 분석하고 통일한국의 군사통합 성공에 영향을 미치는 결정적 요인을 밝히며, 군사통합 단계를 준비단계와 통합단계로 구분하여 군사적 과제를 제시하였다.

남북관계가 대치국면에서 화해국면으로 전환되는 현 시점에서 한반도 통일의 시기를 정확하게 예측하기는 어려우나 군사통합은 세부적으로 준비할 필요가 있다. 더구나 북한은 한국보다 대규모의 군사력을 보유하고 있어 군사통합의 장애요인으로 작용하여 군사통합간 안정성이 위협 받을 수 있다. 만일 안정성이 보장되지 않으면 군사통합뿐만 아니라 국가통합 자체도 불가능하므로 실천적이고 구체적인 준비가 요구된다.

이 연구에서는 다음의 질문에 대한 해결방안을 찾고자 한다. 한반도에 적합한 군사통합의 유형은 무엇인가? 남북한 평화적 군사통합은 어떤 단계를 거쳐 추진될 것인가? 군사통합의 단계별 군사과제는 무엇인가?

This study aims to investigate what to be prepared and implemented for the military integration in practical way when South and North Korea are making progress toward unification.

A number of cases of military integration found in other countries after World War II were examined. Then, critical factors which would affect the successful military integration of two Koreas were discovered. Finally, military suggestions were provided at two phases : preparation phase and integration phase.

Although two Koreas seem to build up reconciliation mood turning from confrontation, it is limited to predict when the unification will be completed. Military integration, however, should be prepared from this moment because it can control military violence. Besides, larger scale of military power of North Korea can Besides, larger scale of military power of North Korea can be a threat to stability of military integration. Also the failure of military integration can affect unification of two nations.

Therefore, elaborated and practical solutions are required. The study tries to answer the following questions : ➀ What types of the military integration are desirable and what are the prerequisites for the unification of Korean Peninsular? ➁ What phases are required for the peaceful military integration? ➂ What potential military tasks are possible for each phase?
