북한의 장애인복지 정책 분석

국문 초록 (Abstract)

본 연구의 목적은 거시적 차원에서 북한의 장애인복지 정책을 탐색하는 것이다. 이에 본 연구의 분석대상과 서술순서는 다음과 같다. 먼저, 김정은시대 북한 장애인복지정책 동향에 대해 언론보도, 국제교류, 서비스 개선 사례를 중심으로 살펴보았다. 다음으로 북한의 장애인 정책을 법령, 대상, 급여, 재원을 제도 중심으로 고찰하였다. 마지막으로 이를 토대로 현시점에서 남북한 장애인복지 지원과 교류, 향후 과제에 대해 제언하였다.

분석 결과, 무엇보다 정책적 차원에서 남한은 북한 장애인복지의 정상화, 선진화, 개방화를 중심으로 접근해야한다. 즉, ① 북한 장애인복지의 정상화, 선진화, 개방화를 통해 장애인복지서비스의 비정치화 유도, ② 보편적 서비스 보장을 통한 장애인 차별 배제, 복지권, 건강권, 교육권, 인권, 이동권 보장 등 질적 서비스 향상 조력, ③ 장애인서비스 시설의 현대화 등 양적 서비스 향상을 유도하는 데 지원해야 한다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to explore North Korea's welfare policies for the disabled on a macro level. Therefore, the analysis subject and description order of the study are as follows. First, it reviews the trends of welfare policies of North Korean disabled people in the Kim Jong-un era focusing on media reports, international exchanges, and service improvement cases. Second, the policy of the disabled people in North Korea is examined through laws, beneficiaries, benefits and funds. Finally, based on this, it proposes the support and exchange of welfare for the disabled at the present time and the future tasks for the two Koreas.

As a result of the analysis, South Korea should approach the welfare of North Korean disabled people with a focus on normalization, advancement, and openness. In other words, it is necessary to provide support through ① non-politicalization of welfare service for the disabled through normalization, advancement, and openness, ② the improvement of qualitative services such as exclusion of discrimination through universal service assurance, welfare rights, health rights, education rights, human rights, and mobility rights, ③ the improvement of quantitative services such as modernization of facilities for the disabled in North Korea.
