South Korea's Sunshine Policy Revisited: Interest, Institutions and Policy Chang

Contrary to our common belief, the patterns of public policy are determined not only by final decision but by the fact that some subject and policy alternatives are never seriously considered in the first place. In line with New Institutionalism arguments, this paper tries to better understand how South Korean government`s antagonistic North Korean policy was first proposed and then developed; why and how this cold war mentality could change as reflected in the Sunshine Policy; and what are the consequences of this episode. In so doing, we want to address two questions. First, why are actors constrained by the institutional contexts in which they operate? Next, why are they sometimes able to alter those contexts? This is a direct challenge to the existing rational choice theories of decision that treats identities and interests of agents as exogenously given and ordered, while putting the formation of preferences outside the analytic concern of the discipline. This study has both theoretical and practical implications. Throughout, the emphasis is on the cognitive level.
