      Starting with local community civil study room since the 1980s, the child-care after school in our country, has drawn policy attention in the 1990s, and the current government has selected a after-school child-care activation plan of publicization and diversity plans as a priority task.<br/>
      Surely, child-care advanced countries have not considered children as only child-care subject, but prepared for an institutional organization to directly reflect child's demands, and furthermore, induced child's voluntary activity, and maximize effectiveness of child-care services.<br/>
      Hereby, this essay came up with the orientations of the after-school child care programs as follows:<br/>
      First, double-income families and self-protection children are exposed to all kinds of safety-accident dangers after school, and apt to cause many problems in social and emotional aspects. Thus, one should support parents' roles at home through the after-school child care, which should serve as the supplementary function of the school education, and in addition, promote children's way of thinking through child's developmental features, needs fit programs and setting, and improve creativity.<br/>
      Second, on top of it, child-centered programs with it participating, planning and carrying out helps directly and materially experience the programs, and cultivate problem-solving and interactive abilities.<br/>
      Third, the essay presented project-approaching programs in which child can initiatively learn, and significantly interact, and that as a positive effect on its social and emotional development.
