This study aims to identify ways to improve the real estate brokerage business in general from the perspective of a licened real estate agents as a preventive measure against recent Jeonse fraud. In this sense, the research objective of this study is to derive factors to improve the real estate brokerage business to prevent Jeonse fraud and suggest policy directions for improving the operation of the real estate brokerage system through analysis of priority for improvement.
The research method of this study was to analyze priority improvement factors using stratified analysis methods through literature review, case analysis, expert interviews, and surveys. Incheon Metropolitan City and the western region of Gyeonggi-do were selected as the scope of area for this study, and the research target was limited to licened real estate agents in the region. This study used statistical data from the last two years when Jeonse fraud began to bring social attention.
Factors to improve the real estate brokerage business as a whole to prevent Jeonse fraud from the perspective of a licened real estate agents were examined as its main research topic. A total of nine factors were derived as the factors at the lowest level, Including strengthening the legal rights of licened real estate agents Improving the brokerage management system, Improving the financial support system, Service ethics, Organizational ethics, Employment ethics, Improving the brokerage system, Strengthening the professional capacity of licened real estate agents, and Mandatory membership in the real estate realestators Association, which were the factors that are examined in this study. An AHP analysis model for analyzing priority between factors was presented through factor analysis for the improvement factors derived in the first phase. Deriving factors to be examined and perception surveys for analyzing AHP were conducted two times. Surveys and open-ended discussions were conducted as the first expert interview survey with licened real estate agents and real estate experts for about five days, from OCT 24 to 29, 2023. A FGI (Focus Group Interview) for a targeted group was conducted with experts belonging to the Korea association of real estate realestators and real estate experts. The second survey was conducted for about seven days from November 7 to 14, 2023, mainly in Incheon Metropolitan City and the western part of Gyeonggi-do Province, targeting licensed real estate agents and the general public. A total of 300 copies were distributed, and a total of 203 copies were collected. In order to secure a consistency index of survey respondents, technical statistics were conducted for a total of 194 responses in the first phase, and AHP analysis for a total of 99 responses in the second phase.
The research results analyzed through the proposed AHP research model are as follows. First, it was identified that strengthening the legal rights of licened real estate agents is very important after prioritizing the lower factors for improving the legal system. Second, this study analyzed the factors that should be improved for professional ethics in brokerage businesses for preventing Jeonse fraud service ethics ranked first, organizational ethics second, and employment ethics third. Transparency between licened real estate agents and clients in the brokerage business should be enhanced through improved professional ethics. Finally, it was indicated that strengthening the expertise of licened real estate agents is a top priority as a result of prioritizing analysis factors to prevent Jeonse fraud. Regarding the details of strengthening the professional capacity of licened real estate agents, it is necessary to establish new essential special contracts to prevent relevant brokerage frauds and strengthen field-oriented practical training through training for related cases and special contracts. programs by experts, such as lawyers and tax accountants, as well as on-the-job and practical training. In addition, it is required to periodically conduct training support.
The importance of the results of this study is summarized as follows. First, this study aims to examine the social issue of Jeonse fraud from the perspective of a real estate brokerage business or licened real estate agents. Jeonse fraud has recently become a serious social issue and is not a problem limited to a specific field in our society. Furthermore, looking at it from a comprehensive perspective rather than defining it as an incident during real estate transactions is necessary. In this sense, this study is regarded as significant since it attempted to examine ways to prevent Jeonse fraud by focusing on identifying the causes of Jeonse fraud and improving the real estate brokerage system in terms of the social responsibility of licened real estate agents. Second, various researchers have begun analyzing and categorizing the causes of Jeonse fraud, proposing policy alternatives for Jeonse fraud, which has recently been revealed as a serious social issue. In addition, the significance of this study is that it proposed market response plans for the agencies that work under the real estate brokerage system, which are directly related to Jeonse frauds, such as an awareness survey and search for alternatives to prevent Jeonse fraud from a practical point of view.
However, this study has the following research limitations despite the significance of this research. It is required that Jeonse fraud be recognized as a problem caused by comprehensive and structural defects across society. From this perspective, the research conducted by limiting preventive alternatives to Jeonse fraud to licened real estate agents directly involved in the brokerage business remains a limitation of the research. It is required to identify the causes of Jeonse fraud and prevent such Jeonse frauds from a multifaceted perspective encompassing related fields.
