민영교도소 일반 인성프로그램의 개선방안

국문 초록 (Abstract)

본 연구의 목적은 교정인성연구에서 거의 소외되어 왔던 민영교도소의 일반 인성프로그램의 문제점을 살펴보고 개선방안을 제시하기 위한 것이다. 근대 이후 의 교정이념인 교육형주의에는 일반교육형주의와 종교교화를 중심으로 한 종교 교육형주의가 있는 바 국영교도소는 일반교육형주의를 중심으로 하고 있다. 그런 데 2010년 기독교적 종교교육형주의를 중심모델로 한 민영교도소가(소망교도소) 출범한 이후 훨씬 낮은 재범률 등 성공적 결과가 나타났으며 그 원인에는 탈관 료교정레짐, 인본적 교정, 헌신적인 자원봉사자와 종교교화의 특성, 수용자의 특 성, 인성프로그램의 특징이 지적되어 왔다. 동시에 시간이 흐르면서 민영교도소 의 여러 문제점이 노출되었다. 이에 선행 연구들은 민영교도소 교육프로그램의 특정과 장, 단점들을 지적해 왔는데 주로 미시적이고 단선적 측면에서 접근이 강했다. 그런데 거시적 측면에서 본다면 민영교도소 인성프로그램은 교정복지 등의 이념적 측면서는 특정 종교이념에의 치중과 주체 측면에서는 전문성의 부족과 폐쇄적 충원, 대상자 측면에서는 대상자 선정에서의 선택성의 신화와 가외성의 부족, 프로그램적 측면에서는 순종지향적인 ‘국민성’지향인 보수주의에 치우쳐 ‘시민성’지향적 교육의 간과 등의 문제점이 있다. 따라서 연구방법으로는 선행연 구에 대한 검토와 비판을 통해 본 연구의 방향을 제시하였고 문헌 연구와 내부 자료를 검토한 다음에 학제적 접근방법을 사용하였다. 결론적으로 기독교적 종교 교육형주의에 치우친 민영교도소 인성교육의 문제점을 주체, 대상자, 프로그램측 면에서 독창적으로 제시하여 개선방안을 도출하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to propose improvement plans for the private prison personality program that has been largely marginalized in personality education study in korea, There are two types of educational penalty since modern times, general educational penalty and religious educational penalty, and national prison system is centered on general educational penalty. Since the launch of a private prison based on religious educational penalty by Christianity in 2010, Private prison showed successful results, including a much lower recidivism rate. The reasons for this have been pointed out as the de-bureaucratic correction regime, human correction, dedicated volunteerism, the characteristics of the private prison inmates characteristics, and the characteristics of personality program. And various problems of private prison including personality program were exposed over time. Existing studies have pointed out the characteristics, advantages and problems of private prison education program, mainly through micro-access. But, from a macroscopic point of view, the personality program of private prison has diverse problems such as special religion-oriented program, equity, redundancy and there is a lack of expertise and a problem with closed recruitment on the staff of education side and there is a deeping of choice in the selection and a lack of redundancy on the inmates, and citizenship-oriented education is overlooked, focusing on conservatism, which is oriented toward obedience-oriented national character on the program. Therefore I asserted the improvement plans of private prison personality program in terms of ideology, education staff, client and program after taking a comparative approach to the national prison program with the interdisciplinary, correctional welfare, macro approach unlike existing existing studies with a single-track approach.
