Recently, the damage of natural disasters is increasing rapidly all over the world. Due to global warming, natural disasters became difficult to predict, and as industrialized societies became more sophisticated, large-scale, specially structured buildings accelerated the damage caused by disasters. Scientific, systematic and specialized disaster management systems are being developed to reduce the damage of disasters. Recently, information communication technology capable of predicting and analyzing actual data base is being used. And UAVs capable of efficient response and real-time information collection are also being used. In this paper, we have studied UAV operation control and disaster detection analysis technology in UAV based disaster management system. First, LPISM (Low Power Image Stitching Management) algorithm is proposed to reduce the UAV battery power through UAV operation control, and research on deep learning based disaster detection technology to extend disaster detection area has been carried out.
