이민자의 다문화주의와 민족주의 = Immigrant Multiculturalism and Nationalistic Education

국문 초록 (Abstract)

한국은 다문화주의를 2000년대에 도입하였다. 정치철학에서 우리는 근대 민족국가에서 다수집단과 소수집단 사이의 불균형을 보고, 소수집단의 권리들과 시민권을 고려하고, 그리고 정책과 정부에서의 대우를 파악한다. 일부 사람들은 다문화주의가 한국 민족주의에 반하는 사상이라고 주장한다. 그 통념은 다문화주의가 반민족주의라는 것이다. 물론 다문화주의가 순수 한국인 혈통의 이념에는 반대한다. 그러나 그것이 모든 민족주의에 반대하는 것은 아니다. 다문화주의가 반드시 반민족주의라는 것을 보여주는 증거도 없고, 또 이것은 대단히 위험한 개념착오이다. 다문화주의가 반민족주의라면 한국 같은 분단민족국가가 어떻게 다문화주의를 수용해야 하는지 알기란 쉽지 않다. 다문화주의가 반민족주의라는 통념은 근대 민족국가와 미래의 민족건설에 적합하지 않다. 자유주의적 다문화주의는 자유주의적 민족주의와 갈등하는 것이 아니다. 통념은 민족국가나 민족건설 국가 같은 현대 국가의 출발조건을 고려하지 않은 것이다. 자유주의적 다문화주의와 자유주의적 민족주의는 서로 잘 어울릴 수 있다.

다국어 초록 (Multilingual Abstract)

In Korea, multiculturalism has been on the rise since 2000. In political philosophy, we see a state of imbalance between the minority and the majority, with regard to the rights and citizenship of the minority, and their treatment by the police and government, in the modern nation state. Some insist that multiculturalism is at odds with Korean nationalism. The notion is that multiculturalism is antinationalism. Of course, it is true that multiculturalism is at odds with the idea of the pure Korean blood. But it is not at odds with nationalism itself. There is no evidence to show that multiculturalism is necessarily anti-nationalism, and, in practice, this is a very dangerous misconception. But if it is thought that multiculturalism is antinationalism, it is not easy to see how multiculturalism could ever be accepted in the country of a divided nation, like Korea. The notion that multiculturalism is anti-nationalism is a disservice to the modern state and any future nation-building. Liberal multiculturalism should not be seen as being at odds with liberal nationalism. The notion doesn’t care starting condition of modern state such as nation or nation building country. Liberal multiculturalism can go hand in hand with liberal nationalism.
