관광범죄 예방을 위한 전략 : 관광범죄 이론과 특성 분석을 통한 치안 활동 = Strategies for prevention of crimes against tourists: Public security activity through the theory of crimes against tourists and the analysis of the characteristics

The safety issue of tourists has been one of concerns not only of tourists but also of the country. Therefore, many countries establish tourism police organizations or public safety consultative groups to secure safety of tourists and to continue to cultivate tourism industry.
Nevertheless, there are not many studies on how organizations related to tourism safety should function and respond practically in local community.
This study is intended to discuss what strategies public safety organizations should use in local tourism community in regards to problems about crimes and safety threats by applying theoretical models from the perspective of criminology focusing on precedent studies on crimes against tourists and tourism safety. For this, characteristics of crimes against tourists are analyzed in the individual, social and environmental categories, and crime prevention strategies of public safety organizations and consultative groups are presented.
In the results of analysis, conflicts between tourists and local residents, tourists, and crimes against tourists threaten tourism industry, and as a result, they have a negative effect on safety environment of tourists. To solve this problem, safety of tourists should be guaranteed by tourism safety organizations and consultative groups, safety should be secured in local community, and balanced public security services should be provided to both local residents and tourists. Thus, tourism police organizations should communicate with local community smoothly, through which, safety issues in the local community can be handled promptly.

국문 초록 (Abstract)

관광객들의 안전 문제는 관광객은 물론 국가의 관심사 중 하나였다. 이 때문에 많은 국가들은 관광경찰 조직을 창설하거나 치안협의체를 조직하여 관광객들의 안전을 보장하고, 관광산업을 지속적 으로 육성하는 전략을 진행해왔다. 하지만, 관광 치안 및 안전과 관련한 조직이 지역사회 내에서 실질적으로 어떻게 기능하고 대처해야 하는지에 대한 연구는 많지 않다.
본 연구는 관광범죄 및 관광치안관련 선행연구를 중심으로 범죄학적 관점에서 이론적 모델을 적용해 관광지역사회내 치안조직이 어떠한 전략으로 활동해야하는지 관광산업에서 발생하는 범죄와 안전 위협에 대한 문제점을 고려하여 논의하고자 하였다. 이를 위해 개인적, 사회적, 환경적 구분에 따라 관광범죄의 특성을 분석하고 치안조직 및 치안협의체의 범죄예방전략을 제시하고자 한다.
검토 결과, 관광객과 지역 주민 간의 갈등, 관광객 및 관광객을 향한 범죄행위 등은 관광산업을 위협하고 결과적으로 관광객의 치안환경에 부정적 영향을 미쳤다. 이를 해결하기 위해서는 관광치안 조직 및 치안협의체에 의해 관광객의 안전이 보장되어야 하며, 지역사회 내 안전을 확보하고, 원주민과 관광객의 균형있는 치안서비스 제공으로 관광객의 안전을 보장하는 역할을 수행하고 있음을 지역주 민과 관광객이 확인할 수 있어야 한다. 이를 위해, 관광경찰 조직을 중심으로 지역사회와의 소통이 원활하게 이루어지고, 이를 통해 지역사회 내의 안전 문제를 신속하게 대처할 수 있어야 한다.
