The safety issue of tourists has been one of concerns not only of tourists but also of the country. Therefore, many countries establish tourism police organizations or public safety consultative groups to secure safety of tourists and to continue to cultivate tourism industry.
Nevertheless, there are not many studies on how organizations related to tourism safety should function and respond practically in local community.
This study is intended to discuss what strategies public safety organizations should use in local tourism community in regards to problems about crimes and safety threats by applying theoretical models from the perspective of criminology focusing on precedent studies on crimes against tourists and tourism safety. For this, characteristics of crimes against tourists are analyzed in the individual, social and environmental categories, and crime prevention strategies of public safety organizations and consultative groups are presented.
In the results of analysis, conflicts between tourists and local residents, tourists, and crimes against tourists threaten tourism industry, and as a result, they have a negative effect on safety environment of tourists. To solve this problem, safety of tourists should be guaranteed by tourism safety organizations and consultative groups, safety should be secured in local community, and balanced public security services should be provided to both local residents and tourists. Thus, tourism police organizations should communicate with local community smoothly, through which, safety issues in the local community can be handled promptly.
