Of the three basic elements of human life, the most important element is a shelter in which to live and stay. This can be achieved through the growth and development of the economy and market. However, the market principle of the house supply reacts to demand. Many nations have problems due to the failure of house policies. Therefore, the intervention of the public is necessary. We have used a house supply rate as an index of our countries housing conditions. Although the numerical value of the house supply rate does not express the residing level of the country, it has been an important index for our country until the early 1990s. Korea has somewhat achieved quantitative house supply but in the future qualitative house supply must be achieved. This study grasps how the house policies and house supply rates of Korea and Japan have changed and proposes some improvement plans for Korean house policies. First, a house policy for the consumer which satisfies the need for quality housing must be achieved. Second,
the right of distribution must be realized by continually providing leased houses. Third, the house must be thought of as a quality product and be provided diversly.
