This study aims to explore and derive indicators for creating planting landscapes suitable for elderly activities in urban parks in Zibo City, Shandong Province, China, Where the aging population is serious in order to promote outdoor activities for the elderly. In order to establish objective and appropriate indicators, the physiological and psychological characteristics of the elderly, park use characteristics and planting landscape consciousness, space composition characteristics, major planting species, and preferred landscape were identified through literature review, field survey, and field survey. In addition, 41 plant landscape indicators were derived based on previous studies related to plant and plant landscape functions. To select the appropriate planted landscape indicators, we conducted three rounds of research using expert surveys. Based on expert opinion, the analysis incorporated Aromatic plants and Healing plant, Four seasons landscape and Plants that change with the seasons, Plants that attract birds and Proportion of plants with ornamental fruit, Plants that release high amounts of oxygen and Air purification by plants were incorporated, Added tall orphan tree planting. Based on the analysis of the mean value of importance, content validity, convergence, and consensus, two indicators, Pest-proof plants, Marker function of plants were excluded due to low mean values of importance. Four indicators, including Wind protection and ventilation of plants, Plant affinity, Interesting planting, Ratio of evergreens to deciduous plants, were removed because they did not meet the standards. Finally, 32 plant landscape creation indicators expressing the function of plants and plant landscapes were selected, It provides information and data necessary for the design and management of parks to promote outdoor activities for the elderly and has the intention of research.
